Parking Metered Cities Struggle With Aging Work Force

Cities with parking meters are struggling when confronted with the reality of an aging population.  Some municipalities have increased staffing and invested in digital supported payment technology to maintain revenue levels.

With an aging population comes chronic disabling medical conditions.  This means increased eligibility for the Wisconsin Department of Motor Vehicles disability parking waiver.

With a disability parking waiver the worker or visitor can park for free in metered communities.  Some resort communities have raised the metered parking fee to one dollar per hour.  At one dollar per hour and 24 hours per day in a seven day week the meter could generate 168 dollars.

With a City banking on every cent to pay for technological improvements and about 3 times more staffing, the municipality is at risk of discriminating against elderly and disabled parking in the community.

Municipal parking staff can calculate the loss of a meter being occupied by a worker or visitor with a disability parking waiver.  This can be communicated as an unforeseen loss to the tight department budget - sending fear through the staff.

The risk to the municipality is the American with Disabilities Act litigation - so the cost of unnecessary litigation and the bad publicity - pushing elderly and disabled visitors from the commercially operated enterprises.
