Governor Walker Wants Stronger Individual Property Rights Observed In Wisconsin

Governor Walker has signed bills designed to assure individual property rights are respected in the State of Wisconsin.  Communities will be expected to adjust their practice to better align with the rights outlined in the bills that were signed in to law.

The bills give private property owners the right to sell or build on substandard land lots if the lots were legal when they were created. The bills require public service to make it easier to get conditional use permits and variances, maintain non-conforming structures, dredge private ponds, and appeal assessments when a home owner refuses to let the assessor inside the house.  They further prevent community organizations from interfering with private property owners creating personal displays - like the American Flag.

In the State of Wisconsin making judgements and assessments about private property is regulated by the Real Estate Industry.  To perform property inspections and make judgmental statements about improvements upon private property the person must have taken a class and passed a test to be certified as an inspector.  When they are certified their name is recorded on the State of Wisconsin Registry with a number.  Typically property assessors have knowledge of the building trades.

In small communities like Wisconsin Dells we have seen municipalities employing un-certified individuals and sending them to selected private properties to make unsupported judgements which translate to financial fines. Because the employee has no proper training and certification they are dependent upon others who select the property owner for enforcement. Selective enforcement is improper practice.

Louis Kutzke is running for Mayor of Wisconsin Dells and asks for your vote on April 3, 2018.  A part of Louis Kutzke's initial plan is to eliminate the selective enforcement upon private property owners being driven by the unjust service loop.  This appointed position will be eliminated and the funds will be placed in the public works budget to employ another staff person.

The City of Wisconsin Dells has conducted several meaningful studies and educated the community on the ideal appearance of a commercial district.  But despite comparing the Wisconsin Dells downtown to similar resort communities with similar populations the ideal appearance has not manifested - even with a lengthy period of time.  Given the volatility of todays brick and mortar commercial areas it is not effective to try to enforce our way to the appearance of success while profit producing exchanges elude us.

The time has come for the implementation of measures that promote a sharing atmosphere which values variation in numerous services designed to retain visitors.  This is a way to employ common themes observed as parts of a successful commercial district. A brief list of common themes below:

- Shape newer revenue producing models to acceptable location specific operating standards

Wisconsin VA System Strongly Managing Chronic Opioid Utilization

Approximately 3 years ago the families of  deceased (over medicated)  veterans were able to instill a change in the delivery of opioid prescribing in the Wisconsin VA system.  This began with changes in the way pain was to be managed.

Primary providers who were instructed by the pharmaceutical industry on the importance of using opioids to effectively manage pain have to now change.  Large data analysis was tracking the number of patients receiving high doses of opioids ( 400 milligrams per day morphine equivalent) and the number of patients being prescribed lower doses.  These calculations were being recorded as numbers to lower over time.

This contributed to a culture change within the VA which now embraces alternative methods for assisting veterans to manage chronic pain.  Non- medical forms of support have been included in the veterans regimen as a more holistic means to maintain health and wellness.

The individuals being prescribed the opioids are routinely participating in testing that assures the opioids are being consumed and not diverted on to the street.  This is an important part of responding to the opioid epidemic plaguing Wisconsin communities.

Reducing access to illegal street opioids is beneficial to efforts by communities to limit the risk of the opioid epidemic which requires addiction to exist.  Addiction drives the mutually beneficial relationship between opioid consumers and opioid sellers.

Chronic users of opioid medication will look for an illegal street source when the prescriber stops giving them a written order that can be filled in a corner pharmacy.  Essentially the person is addicted to opioids but may not recognize it as the pills have been always ordered through a medical doctor.

If the prescribing doctors can get the individual to attend a medication reduction program - often called pain management to reduce opioid utilization it is beneficial.  But, if the person separates from the medical management and begins seeking alternative ways to obtain larger and larger amounts of opioids the community needs to become involved in the care.

The risk of using street opioids is death - which in an of itself gives families and friends authority to assist.  Inpatient drug rehab provides important interventions that lessen the physical bodies symptoms of withdrawl.

Once the opioids have essentially been removed from the physical body as indicated by the inpatient diagnostic testing the individual can be discharged to home.  Many communities will host a voluntary drug addiction program of counseling that the individual can go to.

The period in which an individual has just been discharged from an inpatient drug rehab stay is the time identified as the highest risk for an over dose. Purple Is The Color 4 Drug Over Dose Awareness Ovilus 5 Experience

Wisconsin's Father Solanus Casey Formally Beatified Catholic Church

Born in Wisconsin - Father Solanus Casey has long been known for his ability to help those in need - and his service has continued in death.  Father Solanus Casey was formally beatified in a Catholic Church ceremony conducted in Detroit.

Beatification comes from Latin beatus meaning blessed and facere to make.  This is a formal recognition by the Catholic Church of a dead persons capacity to intercede on behalf of individuals who pray in his or her name.

Father Solanus Casey while on earth was gifted with abilities that were difficult for the larger organizations to comprehend.  But the surrounding public knew full well of his gifts and would flock to him for help.

Wisconsin's Ovilus 5 Experience Real World Evidence

Wisconsin's Ovilus 5 Experience is a six week non-medical supportive program for individuals who have just been discharged from inpatient drug alcohol rehab. With the Ovilus 5 Experience the staff meet one hour each week in the individuals living space.  Families pay out of pocket for the Ovilus 5 Experience - insurance does not reimburse for this service.
