Wisconsin Dells Primary Election 4 Mayor Feb 20th Draw From Hat

When the City of Wisconsin Dells has more than 2 candidates enter the race for Mayor - election regulations require the Municipality to host a primary election to be followed by the general election.  Two candidates move forward from the primary election on to the general election.

The primary election for the mayor of the City of Wisconsin Dells will be scheduled for Tuesday February 20, 2018.  The order in which the candidates will be listed on this ballot will be determined by drawing names from a hat- as described in the State regulations.

The two candidates with the most votes will then be listed on the general election ballot scheduled for April 3, 2018.  As candidate for Mayor of the City of Wisconsin Dells Louis Kutzke asks that you attend both the primary election and the general election - to vote for Louis Kutzke.

Top Down Tax Reform Wisconsin Dells Must Change 4 Main Street Commerce

In the new climate of top down tax reform the City of Wisconsin Dells will need to adjust policy that structures community process to better receive the benefits.  Top down tax reform means a decrease in the amount of tax paid on annual business profits.  Top down tax reform means a decrease in the tax rate entrepreneurs pay on personal income from the business.

This means more money for business operators to participate in additional revenue producing models.  Growth is experienced with broader utilization of indoor and outdoor property during peak visitor periods of time.

Colonial and Village Glen Apartment Residents Matter Wisconsin Dells

A familiar disconnect involves the use of public money to fund a fire and safety employee in the City of Wisconsin Dells who diligently assists the Colonial and Village Glen 50 and over apartments. The fire and safety employee assists residents to perform steps ( smoke alarms- fire extinguisher) designed to slow a fire for seconds until the Kilbourn Volunteer Fire Department and Equipment can respond to put out the fire.

But- using public funds the City of Wisconsin Dells Administration places a huge river tour boat in the road to efficiently block the primary Fire Department and First Responders route to the Colonial and Village Glen 50 and over apartments.  This adds minutes to the period of time needed for the Fire Department and First Responders to get on site.

Residents occupying the 2 apartment complexes understand the bulk of tourists visiting are here for 90 days in the summer - but we residents live here year round- do we matter?  Yes- all residents of the City of Wisconsin Dells matter- help Louis Kutzke move the boat - Please vote Louis Kutzke for Mayor of Wisconsin Dells on April 3, 2018.

Private Property Rights Wisconsin Dells Community Connections Study

A huge number of the Wisconsin Dells Community Connections Study Responses call for greater observance of the rights of private property owners.  This involves shifting the Municipalities Administrative focus toward policy that places public service back in line with real community needs.

This would give the Police Department the opportunity to more effectively address emerging problems.

Opiate trafficking - the potency of drugs purchased illegally is too strong - killing the user

Human trafficking - in the absence of proper policing the sex industry flourishes- children are the product

Gun violence- larger automatic weapons are more frequently employed with illegal activity

Homeland terrorism- think bomb threats to school or outlying Walmart

This would give electric , water, and maintenance utilities the opportunity to attend to the services that support the private and public property.

We have received 143 responses to the Wisconsin Dells Community Connections Study and 81 of those responses clearly want greater observance of the rights of private property owners.  As stated all the responses are confidential - and added to a study form.  This will allow us to distribute the information in a manner that focuses entirely on the changes rather than the messenger.  Please continue to send your responses in.  Please vote Louis Kutzke for Mayor of Wisconsin Dells on April 3, 2018.

Defining waste at Municpal Level City of Wisconsin Dells

Automotion is an extremely successful event that was incubated in the City of Wisconsin Dells- transitioned to the Village of Lake Delton - and both communities continue to benefit from the huge number of visitors.

The Wisconsin Dells Visitor and Convention Bureau is an anchor organization driving event visitors to the City of Wisconsin Dells.  The Wisconsin Dells Visitor and Convention Bureau receives public money collected through resort tax to continually perform their important service.

Kilbourn City Live is an up and coming community event that has the presentation to greatly expand the number of City of Wisconsin Dells visitors.  Promotion of Kilbourn City Live occurs in part through a partnership of public resources, private contributions, and volunteers.

A disconnect was noticed when the Kilbourn City Live event money was allocated to print a 9 inch by 3 inch card to be handed out by volunteers during the Wo- Zha- Wa fall festival.  As volunteers began handing the cards to Wo-Zha-Wa visitors they were rapidly informed the activity was illegal and sent home.

This is written to help the City of Wisconsin Dells residents understand the idea of waste in the employment of publicly collected money.  The desired outcome is to organize, promote, and conduct events that bring more visitors to the City of Wisconsin Dells.

In this example:

AB 361 Wisconsin Municipality MUST Referendum 2 Impose Wheel Tax

Wisconsin Representative Michael Schraa brought AB 361 before the State Assembly Committee on Ways and Means to hear testimony.  AB 361 as a legislative bill would require local municipalities to pass a referendum before imposing a vehicle registration fee - which is called the wheel tax.

The bill (AB 361) would also require municipalities that have implemented a wheel tax without a referendum - to hold a referendum within 18 months.  A big part of the work of local municipalities is to bring their policy in line with State law.

State of Wisconsin Bills Shift Power From Municipality Back 2 Property Owner

Wisconsin Senator Frank Lasee and Wisconsin Representative Rob Brooks have introduced 2 Bills that are scheduled for a hearing before the Senate Committee on Insurance, Housing, and Trade.  The Bills divert power from the Municipality back to the private property owner.

One requires the mailing of notice to land lords before charging for ordinances related to maintaining property, such as side walk snow removal.

Another prohibits systematic building inspections- meaning the Municipality can only perform complaint based inspections upon rentals.

In addition to these efforts the legislation adds larger expenses to the Municipality for condemning property.

The view from the State of Wisconsin is observance of legislation that has a stronger respect for the rights of property owners.  This is a top down effort to shape policy that should be followed within the practice of Municipalities interacting with their citizens.

State Receiving Calls of Troubling Lake Delton Property Assessments

The Village of Lake Delton has employed Associated Appraisal Consultants Inc to re-evaluate all taxable property.  The aggressive practice elevated a vacant lot with no structural improvements from 50 thousand dollars in 2016 to a 2017 value of 180 thousand dollars.

The 300 percent increases leave property owners questioning the validity of the process.  The property owners receive a letter in the mail - that some may view as a scam and toss in the trash.  Unfortunately this seems to be driven by the Village of Lake Delton in the County of Sauk.

The State of Wisconsin has received numerous complaints - which have been directed back to the Village Municipal Hall.  The calculation seems to invent 10 years of positive growth - which delivers a tax bill at a level that many property owners will not be equipped to pay.

This is expected to get worse before it gets better and the hope is that the citizens of Wisconsin Dells will not be exposed to this same injustice.

Wisconsin Study Tests Fish Oil 2 Prevent Alzheimer's Symptoms

UW Health and the Veterans Hospital in Madison Wisconsin have teamed up to conduct a fish oil study.  The study monitors blood flow in the brain with the latest diagnostic tools, watches for traces of Alzheimer's related proteins in spinal fluid, and tests for memory changes.

The study looks to enroll Veterans age 50 to 75 who have parents that experienced the Alzheimer's disease. The high dose fish oil uses icosapent ethyl, a purified form of eicosapentaenoic acid, or EPA, an omega 3 fatty acid found in fish and shell fish.

If the results proves taking fish oil is effective for reducing the symptoms of the Alzheimer's disease process - it could be a fairly easy prescription for a patient to follow.  The staff of Home Care Path will be anxiously waiting for some news on this important Study.

While conducting an Ovilus 5 Experience the staff were pleasantly surprised to learn the unseen presence in the persons living space enjoyed watching The Curse of Oak Island Show.  The interpretation phase involved the aggregate - grouping of words to better understand the message.  This aggregate seems to be connected with The Curse of Oak Island episode where the Canadian Government demands greater over sight in a written letter and the guys find Ricky Restalls toy gun.

Can Wisconsin Give Cash 2 Developers on TIF Projects?

The Wisconsin Institute for Law and Liberty filed lawsuit on an economic development project in Eau Claire that contributed cash payments to a developing organization. Wisconsin's Tax Incremental Financing (TIF) Law was enacted in 1975.

TIF districts are commercial- residential areas designated by the municipality as undevelopable without some form of public assistance.  The municipality issues bonds to pay for the infrastructure or a portion of the development.  The bonds are expected to be repaid over a defined number of years with property taxes generated by the increased value of the property.

This lawsuit seeks to eliminate the practice of making cash payments to developers.  The litigation seeks to categorize the cash payments to developers as illegal property tax rebates for property owners.  This violates the Wisconsin Constitution's requirement that property taxes be assessed in a uniform manner - called the uniformity clause.

The result of this lawsuit could have implications on the legality of the Foxconn process now in motion.
