Wisconsin Dells Feels Illinois Pain As Lottery Suspended

Illinois has been unable to establish a budget that would continue to fund the State lottery.  Without a current budget the Multi-State Lottery Association will not contract to offer services in Illinois.  The suspension of the lottery is a symptom of economic stagnation.

Economic stagnation is a prolonged period of slow economic growth.  In times of slow economic growth State Administrators implement regulations to limit access to earned benefits such as unemployment compensation.  Wisconsin Administration is desperately trying to enact the policy to reduce the outflow of unemployment collected funds.

By capping the benefit and requiring drug tests and job applications the number of unemployment participants drop recording a value lower than actual eligibility.  So when unemployment numbers appear low, but when compared with payroll tax receipts - the value does not reflect a transition back in to the work force.

The local Wisconsin Dells economy has been traditionally dependent upon revenue from Illinois visitors.   The number of Illinois visitors has decreased and so has the measure of dollars per visit.  So, Wisconsin Dells has been experiencing subnormal Illinois guest stay receipts.  Simply, Wisconsin Dells has economic stagnation secondary to the economic stagnation transforming the State of Illinois.

Wisconsin Dells when confronted with the actual numbers is being encouraged to forge the type of services that will meet the needs of an alternative revenue source.  Tight City budgets will be encouraged to develop the infrastructure and services to better meet a new demographic capable of bolstering local revenue.

Wisconsin Dells 2 Meet Need 4 Shuttle Stop With Public Storage

Home Care Path has began researching the placement of a shuttle stop with public storage on the 814 Cedar Street, Wisconsin Dells property as a way to best meet growing community needs.  With the increasing number of senior living residence - Our House, Riverwood Eagles Nest, and Wisconsin Dells Health Services the community will need a shuttle stop with onsite public storage.

This would involve the rental of smaller storage spaces like 36 inches by 36 inches.  This is more than episodic rental, but a place where elders can store an umbrella, a fold up cart, a walker, extra shoes, a sweater, and purchases that can wait till family comes for transport to the desired destination.

As the Wisconsin Dells area begins to implement the structure that improves an elders experience within the commercial district,  public storage near a shuttle stop will be essential.  This is a private solution - a primary ancillary approach to improve occupancy in the area senior living units.  This will involve a business to business support for retailers expected to benefit from the influx of elder consumers.

This will lessen the cost of getting people through the doors of down town businesses.  The central location of 814 Cedar Street would appear to be a place where this type of utility could serve elders with the growing number of public events and festivals as well.  A service approach designed to strengthen accommodation for a growing commercial district.

Insurance Schemes and Measuring Back Yard Wood Piles Wisconsin Dells

Wisconsin Dells seniors report a mailing asking for your personal information as a way to qualify for a free of charge life insurance payment is being distributed.  This is not a real life insurance- but a scam to get the seniors personal information.  The scammers are suspected of collecting the personal information to commit fraud.  The Wisconsin Office of the Commissioner of Insurance maintains a list of licensed insurance agents for consumers to check.

Wisconsin Dells seniors report an employee of the municipality has been going into peoples back yards to measure their wood pile.  This activity is a response to a large number of homes placing the popular fire ring near their out door deck area.  The senior suspects the municipality is threatening to fine property owners for the height of their wood pile as a way to diminish the number of back yard fires in these metal fire pit rings.

Both of the above appear to be new activity that is taking place in the Wisconsin Dells area - and has caught some residents off guard.  Senior participants report it is important to share this type of information as a way to keep our community safe.

Wisconsin Dells Riverwood Eagles Nest Senior Living Community Begins Construction

Community planners in collaboration with Riverwood Eagles Nest Senior Living Community administrators have secured the project development agreement for construction to begin.  In a pro-business vein current capabilities are transitioning in to tomorrows senior care delivery.

The Riverwood Eagles Nest Senior Living Community is a comprehensive asset expected to begin with 26 independent living duplex apartments, 30 single family, assisted living units, 22 memory care dwellings, and a 38 apartment moderate income building.  Embedded in the design is service and space for common utilization.

A key to the future success of this very important development is the City of Wisconsin Dells facilitation of the operation of vacation rental by owner, Airbnb stays.  Elderly throughout the world will be traveling to stay in a vacation rental by owner for the sole purpose of determining if Wisconsin Dells Riverwood Eagles Nest Senior Living Community is a place they would want to live permanently.

This is an essential piece of committing to the municipal structure needed to support the success of this senior living community.  The benefits include a stronger user population dependent upon the local commercial district.  Envision this project as:

-Phase one begins
- Marketing draws potential users who schedule stays with Airbnb, or Vacation Rental By Owner - a cost effective way to experience the community
- Both public and private service providers adjust their delivery to better interface and support this effort to improve economic growth

Home Care Path has established Condo Clean a service that sends an individual staff person to the vacation rental by owner to perform light housekeeping, onsite laundry, and errands to stock the unit.  The property owner is charged 25 dollars per hour for this pre-scheduled service.  This allows vacation rental by owners to book the dwelling tighter and improve annual revenue.

This will be a bit clunky for Wisconsin Dells planners who must now alter the fabric of traditional public service models to better meet the needs of an economically growing area.  The growth is emerging in rather different venues which can cause municipal policy participants to freeze up and get stuck.  So process for this important development will require insightful participants who can assure local voices it is going to be alright.

22 Million Uninsured = Greater OTC Market Share

As the Federal law makers enact legislation that will take medical care away from 22 million people the (OTC) over the counter suppliers expect to increase sales.  22 million consumers will seek an over the counter solution for their medical symptoms.

The over the counter retail access involves pharmaceutical, biometric, and adaptive equipment.  Home Care Path expects local grocery outlets, convenience stores, and pharmacies to expand the shelving for a broader range of over the counter solutions.

This large market being created by federal regulations will produce immense opportunity for complimentary retail providers who have expanded their holistic model.  This is a good time to set up a community retail setting to deliver an expanding number of over the counter solutions for medical symptoms.

Parking Metered Cities Struggle With Aging Work Force

Cities with parking meters are struggling when confronted with the reality of an aging population.  Some municipalities have increased staffing and invested in digital supported payment technology to maintain revenue levels.

With an aging population comes chronic disabling medical conditions.  This means increased eligibility for the Wisconsin Department of Motor Vehicles disability parking waiver.

With a disability parking waiver the worker or visitor can park for free in metered communities.  Some resort communities have raised the metered parking fee to one dollar per hour.  At one dollar per hour and 24 hours per day in a seven day week the meter could generate 168 dollars.

With a City banking on every cent to pay for technological improvements and about 3 times more staffing, the municipality is at risk of discriminating against elderly and disabled parking in the community.

Municipal parking staff can calculate the loss of a meter being occupied by a worker or visitor with a disability parking waiver.  This can be communicated as an unforeseen loss to the tight department budget - sending fear through the staff.

The risk to the municipality is the American with Disabilities Act litigation - so the cost of unnecessary litigation and the bad publicity - pushing elderly and disabled visitors from the commercially operated enterprises.

New Federal Health Bill Penalizes State of Wisconsin OUCH

The newly proposed Federal Health Bill financially penalizes the State of Wisconsin.  The State of Wisconsin is scheduled to be locked in a defined period of financial loss.  Private business is sounding the alarm to wake Wisconsin up to this huge pending loss.

Wisconsin did not comply with the Federal mandate to expand Medicaid to provide broader services and assist more people.  The Federal Revenue System continued to collect money from Wisconsin citizens, but the re-distribution within the State did not occur.  The Legislatures non-partisan budget office quantifies this calculation as 679 million more due to non-compliance with the Medicaid expansion mandate.

Wisconsin is missing out on matching dollars from the Federal taxpayer collected fund.  The new Federal Health Bill will lock this lower Federal match in for an extended period of time - described by the Bill's authors as the phase out.

Analysis indicates proper participation in the Federal Medicaid expansion mandate would of contributed an average individual beneficiary rate of  1,936 dollars - but by not complying Wisconsin will see an average individual beneficiary rate of 1,158 dollars.

Under the New Federal Health Bill which freezes this loss in to place, Wisconsin by 2025 is estimated to lose 37 billion dollars (Missouri Hospital Association).  Wisconsin Business owners who contribute to the Federally collected Medicaid fund do not like the re-distribution.

New Health Bill Looming Madison Wisconsin Starts Street Medicine 4 Homeless

Collaborative partners in Madison Wisconsin have begun plans for a September 2017 launch of Madison Street Medicine.  This is about getting medical care for the growing homeless population. An important response to the anticipated change in health care regulations that will restrict access to medical care.

By going in to the streets the Madison Street Medicine staff help assure Wisconsin citizens they are not alone.  The short term goal is to conduct weekly visits that can deliver basic care for immediate needs.  The long term goal is to communicate ongoing information that assisst with care transitions from the emergency room, hospital and back in to the street setting.

The weekly visits schedule will target shelters, campsites, meal programs, and community hang outs.  This is an important step in reducing isolation and embedding avenues for a greater interdependence upon available community medical solutions.

This is a public health style intervention as a proactive approach to compensate for the coming implementation of Federal and State top down driven health care system changes.

Number 1 Thing New Health Bill Means 4 Wisconsin

The new Health Bill is about altering the structure of Health Care System funding.  This change is expected to catch many Wisconsin families by surprise.

This Health Bill creates a population of individuals who physically- functionally qualify for a nursing home stay but will not financially be eligible.  This is different in that it is not people who want help to live in the community rather than a nursing home- it is people who now have to live in the community.

Wisconsin will look to privately operated non-medical models to serve this population with higher medical needs.  This shoves medical acuity down the health care delivery continuum.

Community care coordinators will be challenged to help families work with local non-licensed assistive personnel to meet the higher medical needs.  The funding ( health insurance industry) under newly implemented health system law has re-defined medical need.

Families who privately pay for assistance will increase as there options have decreased.  So Wisconsin families will be desperately working to hire help to come to the home and participate in more medical care giving tasks.  This will likely be individuals with the conditions that had nursing homes struggling to deliver adequate care.

Home Care Path invites readers to watch as the New Health Bill moves in to law creating a whole new way of funding for medical needs.

Anthem Lack of Contracted Providers in Wisconsin

The prone to change health care regulations creates an unpredictable claims-reimbursement model resulting in a lack of Wisconsin Providers willing to contract to deliver service for Anthem Beneficiaries.

Insurance plans struggle to manage rates of reimbursement under a climate of continually changing regulations.  The provider cost associated with an unstable claims reimbursement model contributes to less contracting.

An operating health insurance plan is dependent upon an adequate number of contracted providers to demonstrate Federally assigned quality mandates.  Low Provider participation is a later sign- meaning the lengthy period of transition is producing broader undesired results.

Legislative activity has diminished the predictable benchmarks providers require to forge a contract capable of properly serving a population of beneficiaries.  As Wisconsin Providers stop contracting with  health insurance plans their product fails.

Anthem Jumps Out Wisconsin Day B4 Health Regulations Released

Anthem Blue Cross and Blue Shield Health Insurance Plan has notified the State of Wisconsin Commissioner of Insurance the intention to stop participating in the Federal Health Insurance Market Place in January 2018.

Anthem listed uncertainty related to the anticipated Federal Government Legislative initiatives to alter the Health System Structure through newly enacted regulations.

Changes to Health Care Law are expected to be released to the public on June 22, 2017.  Certainly Anthem understands their current Health Insurance Plans will no longer be satisfactory for consumers under very different regulations.

Home Care Path reminds families that the Wisconsin health insurance system continues to be in transition.  Anthem making public their decision to stop offering plans on the Health Insurance Market Place is an expected part of this transition process.

Without clarification on Federal and State Health Insurance Regulations the contracted providers will continue to limit eligibility for their service as a means to reduce risk.  The system is functioning at a lower than acceptable level of quality leaving patients and providers feeling stuck.
