Wisconsin Dells Prepares For Election Year 2020

On December 16, 2019 the City of Wisconsin Dells council  adopted resolution no. 5112 Statute 5.15 (5) (b) to facilitate the combining of wards for reporting purposes. This is implemented for efficiency with the one individual polling location that serves a population of less than 3 thousand residents.

The City of Wisconsin Dells plans to provide one reporting unit for Columbia County wards 1,2.3, and 6.   This enables small municipalities to better manage the work required to conduct a proper election process.

The value of individual ward calculations is diminished for less densely populated communities.  The combining of wards for reporting purposes is expected to simplify the City of Wisconsin Dells election process in 2020.

Wisconsin Dells Amends Wizard Quest Agreement At Last Minute Due To Affiliation

The Wisconsin Dells Events Newspaper has reported the City of Wisconsin Dells acting counsel needed to do a last minute amendment to the original Wizard Quest development agreement due to the creation of an affiliation.

All the original work on the Wizard Quest project involved the City of Wisconsin Dells interacting with Concept Attractions Wisconsin Incorporated - their corporate structure.  At the last minute an affiliation was created by the addition of a new party to the agreement - Concept Holdings LLC.

An affiliation indicates an economic interdependence between Concept Attractions Wisconsin Incorporated and Concept Holdings LLC related to ownership, management, and day to day interactions.

The City of Wisconsin Dells Counsel has amended the original development agreement with Wizard Quest to accommodate the affiliation which altered the existing contract.

Lake Delton Post Resort Improvement Residential Property Tax Elevation

The Village of Lake Delton has received a waiver from the State of Wisconsin to extend the chronic use of tax incremental districts.  This enables the acting administration of the Village of Lake Delton to divert public money collected for the needs of the residents and give it to private business operators.

The residents have agreed to allow the Wisconsin Dells area to collect premier resort sales tax and over night lodging tax at the highest levels in the State of Wisconsin.  This premier resort tax is collected to pay for infrastructure improvements - roadway , side walk, curb , gutter - to save the residential population this expense.  This small rural summer resort community lacks the population to make pushing these expenses upon the year round residents a sustainable practice.

The resorts are dispersed in a way that their consumers inhabit and utilize much of the residential area in the Village of Lake Delton.  Think of the resort presence along the Lake Delton shoreline.  This makes improving residential infrastructure - roadway, side walk, curb, gutter,  central to the long term plan of supporting the large resort business modals that have received publicly collected money through the local incentivized process.

But when these large tourism style business modals that have been incentivized ( receive local publicly collected money) perform poorly - we are seeing the Village of Lake Delton syphoning the cost of infrastructure improvements - roadway, side walk, curb, gutter, from the residential population.  Recall the Village of Lake Delton held a public hearing on December 9, 2019 to explain their need to raise property taxes related to infrastructure improvements.

This hefty cost and ongoing need to contribute residential resources to support the continued operation of local tourism business modals is not sustainable.  This activity is further impoverishing the Wisconsin Dells area

Wisconsin Dells Hopes To Be Center Of J1VISA Employment In United States For 2020

The Village of Lake Delton has given the family who operates Noah's Ark 1.5 million publicly collected dollars to build new housing for the J1VISA population.  The new housing is being constructed on Lake Avenue and will include two large housing buildings and a convenience store.  The new housing is expected to hold 600 work experience travelers who come from outside of the Country through the J1VISA Immigration Programming to temporarily live and work in the Wisconsin Dells area.

The Village of Lake Delton diverts public money collected for the needs of the residents and gives it to private business owners to build the new housing for the work experience travelers coming from outside of the Country through the J1VISA Immigration Programming.  The Wisconsin Dells area is a temporary home to more than 4500 work experience travelers coming from outside of the Country through the J1VISA Immigration Programming every year.

The approaching Presidential Election has Wisconsin Dells area resort operators worried.  The acting Administration of the Federal Government has been enacting regulations designed to limit temporary immigration - this has greatly reduced the number of families willing to allow their loved ones to travel in to the Wisconsin Dells area to perform the temporary work that supports the local tourism efforts.

Wisconsin Dells 3 Large Projects Compete For Scarce Community Resources

In the Wisconsin Dells area three large projects are actively competing between their committees for scarce community resources.  The three large projects are:

- Elm Street Outdoor Plaza

- Lake Delton Law Enforcement Building Alcan and Miller

- High School Along Rock Arbor State Park

These three large projects will struggle for the available public resources to bring some form of completion to the efforts.  This will include fund raising across the Wisconsin Dells area in varied forms - often described as a voluntary tax.

The Kalahari Resort was constructed on a parcel of land between a rural residential neighborhood and the interstate.  With the building of the new convention center traffic numbers are expected to increase.  This would bolster local efforts using a land use services approach to change the functional classification of Gasser Road from a rural local road to an urban collector road.

Wisconsin Dells Pays 300k per year for High School Debt

The City of Wisconsin Dells will pay 300K per year for 10 years with the intention of refinancing the remaining balance owed for another 10 years.  The newly borrowed money is a promissory note for 4.7 million dollars.  Promissory notes can only be taken out for a term of 10 years - the City of Wisconsin Dells expects to need more time than 10 years to repay this debt.

This borrowing is being done very early in the process of constructing a new high school out along Rocky Arbor State Park.  The need to raise an additional 300 thousand dollars per year to pay down a loan has the community questioning what next years budget process will look like.

The City of Wisconsin Dells was able this year to craft a passable budget - but there is no money in risk reserve.   As the varied City committee's continue to compete for scarce public resources - the residents will need to remind the common council to keep their focus on assuring the essential services needed to maintain the community at an acceptable level.

The City of Wisconsin Dells and the Village of Lake Delton have received an extension from the State of Wisconsin on their (TID) Tax Incremental Districts.  This will enable the continuation of local targeted economic development subsidies.  This means the City of Wisconsin Dells and the Village of Lake Delton divert public money collected for the needs of the residents and give it to special selected private business operators in the area.

Adjourn to closed session, to discuss an application for high-end Attraction Incentive, pursuant to Section 19.85 (e) Wis Stats, deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session

The acting administration utilizes Section 19.85 (e) Wis Stats - to assure selection to receive these free funds is done behind closed doors.  This limited access to the process used for selecting the recipients for the free money  - leaves the area business community questioning the fairness.

Wisconsin Dells Residents Step In To Help The Large Resorts Who Are All Struggling

The Village of Lake Delton has started the High End Attraction Incentive Program.  This diverts public money collected for the needs of the residents and gives it to the private resort business operators to update and improve their attractions and amusements.

The family who operates the Kalahari Resort needed 10 million publicly collected dollars to build the new convention center.  The family who operate Noah's Ark needed 1.5 million publicly collected dollars to build housing for their temporary work staff to live in for the summer season.  The family operating the La Quinta Del Sol Hotel has received 1.8 million publicly collected dollars.

The Wisconsin Dells area has been lacking the promotional applications needed to attract new audiences in to the area.  This means the consumer base has remained fixed -flat.   When you supply private business operators with public resources the newer buildings are shifting the flow within the existing consumer base - meaning the newer business modals are drawing consumers from the other area business operators.

When a newer business modal supported by free money from the Wisconsin Dells area residents is grabbing customers from nearby operating business's there is no real economic growth.  The Wisconsin Dells area needs innovative applications that strengthen the promotional capacity capable of growing the existing consumer base.

The State of Wisconsin recently extended tax incremental district 3 for the Village of Lake Delton until the year 2042.  The State also extended tax incremental district 4 for the Village of Lake Delton until the year 2044.  Recall the Wisconsin Dells TID has been extended to the year 2045 by the State of Wisconsin.

The TID's effect all Wisconsin Dells over lapping taxing entities.  The Tax Incremental Districts defer adding the value of any new development to the property tax base until the project funding is paid.  The need to extend the TID's indicate the development did not perform financially as the speculative calculations indicated at the origin.

TID funded projects by design enable the Village of Lake Delton and the City of Wisconsin Dells to raise property taxes upon the residential land surrounding the proposed site of development.  This leaves local residents struggling to pay higher amounts of annual property taxes - with no real change in expected service.

The Wisconsin Dells area being a small summer resort community experiences very minimal elevations in local wages.   The work is seasonal and the wages paid depend upon tourist visitation.  The Wisconsin Dells area lacks the resident population able to fill the jobs created within the project developments - this requires the community to fund new housing to attract more than 4500 work experience travelers who come from outside of the Country through the J1VISA Immigration Programming to temporarily live in Wisconsin Dells and support the tourism efforts.

The high cost adds to the difficulty required to attract the increased number ( more than 4500) of work experience travelers who come from outside of the Country -needed to staff the larger resort style delivery of service.  The lack of staff who are not in Wisconsin Dells on a 90 day visa delivers a measurable dip in the level of service traveling consumers once expected of the Wisconsin Dells area.  This contributes to a much lower number of annual tourist visitors - and a much higher than normal business lease failure rate across the Wisconsin Dells area.

Critical for Village Lake Delton To Extend TID's With Debt To New High School

The State of Wisconsin has extended the Village of Lake Delton TID 3 out to the year 2042.  The State has also extended TID 4 out to the year 2044.   The assessed value of the land before the tax increment district was created is considered the tax base.

What the land in the tax increment district is worth after the property is improved is the increment.  The Village of Lake Delton realizes the municipality may use excess increments for more projects if the expenditure period has not expired.  However - only projects in the approved plan may be paid with TID funds.

With the Village of Lake Delton needing money for their commitment to fund the new high school - expect the administration to complete a project plan amendment and submit it to the Department of Revenue.  The project plan amendment will require a contract between the City of Wisconsin Dells and the Village of Lake Delton that describes the use of TID funds on legally acceptable expenditures in the construction of the new high school building.

These funds can be applied to infrastructure - but cannot legally be used for the new Wisconsin Dells High School building.  The City of Wisconsin Dells Common Council will need to approve the contract that will essentially define the limit of the amount and the application of the fund.  This will include the City of Wisconsin Dells commitment to fund their portion - about 4.5 million dollars.

This shifts some of the risk associated with not paying for projects by the time they were originally set to expire - over on to the property owners in the Wisconsin Dells area.  Recall the City of Wisconsin Dells is a documented distressed tax incremental district - and their TID has been extended out to the year 2045.

Lake Delton Need To Extend TID Distresses Wisconsin Dells

The City of Wisconsin Dells can be considered a distressed TID Tax Incremental District and their TID needed to be extended out to 2045.  The City of Wisconsin Dells and the Village of Lake Delton have always supported each other in the quest for economic growth.

The Village of Lake Delton has gone to the Governor of the State of Wisconsin who was able to sign Senate Bill 391 -  now Act 21 which enables an extension for TID Tax Incremental District 3 until the year 2042.  This also extends TID Tax Incremental District 4 until the year 2044.

An extension simply means the municipality has not received the aggregate tax increments that equal all the project costs under the administered project plan. It is when the TID is closed that the community taxing entities can begin to benefit from the project tax base and fund balance.

Wisconsin Governor Extends Lake Delton Tax Incremental Districts

The Governor of Wisconsin has signed into Law Senate Bill 391, now Act 21- which extends the duration of tax incremental financing for Lake Delton in districts 3 and 4.  This extends the life of these TID districts.  TID 3 is extended to the year 2042.  TID 4 is extended to the year 2044.

Tax incremental financing districts are subject to wide variation in design and interpretation.  The Village of Lake Delton - enabled by State Legislation partners with private business operators to designate an agreed upon area as a TIF - tax incremental financing district.  This includes calculating the amount of property tax revenue that the project will generate for the next 20 years or more.

The calculation of projected revenue includes taxes on the project itself as well as the expected tax increases on the other properties in the district - related to the increased assessed value due to the implementation of TIF.  The money can then be sequestered to support the projects current needs and make development in the TIF district possible.  This enables the Village of Lake Delton to compensate private developers for their investments.

With Lake Delton making up a large part of the greater Wisconsin Dells area - community planners are being challenged to demonstrate evidence that the extended use of TIF - tax incremental financing is delivering economic benefits to the entire area.  This is tracking the economy wide benefits throughout the Wisconsin Dells area.

A key benchmark to an economy wide benefit would involve a larger population of residents in the off season.  This simply means inhabited properties from September 15th to about April 15th.  The larger population of residents helps off set the increased expense of attracting the more than 4500 work experience travelers who come from outside of the Country to temporarily live in the Wisconsin Dells area to support the local summer tourism efforts.

Hoping Large Permanent Festival Grounds Located In Lake Delton

City of Wisconsin Dells community planners are hoping a large permanent festival grounds can be located in the Village of Lake Delton.  The Wisconsin Dells Down Town Business Improvement District Committee has been discussing this potential development in their meetings.

The Wisconsin Dells Visitor and Convention Bureau are working with the acting administration in the Village of Lake Delton to place a large permanent festival grounds within Lake Delton.  This is expected to enable a more organized approach to the entire community earning a return from hosted events.

The cost of organizing, conducting, and cleaning up can be assigned to staff employed by the permanent site.  Resources like extra police officers - additional garbage pick up- will have their own trade line on the contract the festival organizers must sign to assure payment.

Assigning festivals to a permanent site in Lake Delton alleviates the City of Wisconsin Dells with the ongoing consumption of scarce community resources to patch together a gathering.  The challenge for the City of Wisconsin Dells will be to bring the (BID) Wisconsin Dells Down Town Business Improvement District Committee to a place where they can lean in and support the large permanent festival grounds in Lake Delton.

Help On Way For Struggling Wisconsin Dells Resorts

Visitation to the large resort style of service delivery in the Wisconsin Dells area has dropped annually.  This is most recognized with the off season which runs from September 15th to April 15th.  Due to the extremely low number of visitors staying over night in the large resorts more than 75 percent of the store fronts in the Down Town Wisconsin Dells commercial district close.

The Village of Lake Delton is firming up the process for the distribution of publicly collected money over to private business operators by amending Section 1. Amendments to Chapter 16 - Section 16.10 of the Village Municipal Code - adding subsection D - the high end attraction incentive program.  Wisconsin Dells area private business resort operators are being encouraged to apply for this publicly collected money to add and improve the amusements and attractions upon their property.

Wisconsin Dells Wants Premier Resort Tax From Fee For Service Entertainment

The Wisconsin Dells area wants their premier resort tax from fee for service entertainment.  Local bar, restaurant, and cafe's must charge their customers 6.75 percent sales tax on the food and beverages being sold.  The 6.75 percent sales tax also applies to fee for service entertainment.

This simply means a bar and restaurant that hosts several live bands during the evening and charges a cover charge to help with the expense - is expected to collect the 6.75 percent sales tax.  Local concerts, plays, live performances that charge the consumer to attend are expected to be collecting the 6.75 percent sales tax.

The premier resort tax is collected across the Wisconsin Dells area to support the needs of the residents.  As Wisconsin Dells area business providers begin to host more live entertainment that contributes to the premier resort tax - expect to see fewer organized festivals.

Wisconsin Dells Public Works Tasks Increase

The building of the new high school along Rocky Arbor State Park expands the City of Wisconsin Dells corporate boundary.  The City of Wisconsin Dells is challenged to annex this geographical area - requiring the public works to provide maintenance service.

Policy made during the long off season in the Wisconsin Dells area lacks input from the share holders who operate the local business's - they have fled.  This frustrates local committee's who are made to realize any real form of revenue generating change must be created through the cooperation of the share holders in the business community.  Much of the policy being created during the long off season will not apply come next April 15th when the Wisconsin Dells area summer tourist season begins a new.

The Wisconsin Dells area collects through the Premier Resort Tax - 6.75 percent on sales and 12.25 percent tax on over night lodging - even during the off season.  This means consumers making purchases in the Wisconsin Dells area pay more for things like clothing, books, jewelry, bikes, ATV's, restaurant served food and beverage, hotel motel lodging, theater productions, concerts, golf course greens fees, amusement park tickets and more.

Wisconsin Dells area residents are questioning if the diversion of publicly collected funds from residents needs - and giving these huge sums of money to private business operators is further impoverishing the area.  The Village of Lake Delton has crafted a political structure that enables large sums of publicly collected money to be diverted from the needs of residents and given to private business operators.

Wisconsin Dells area business operators are suggesting there is an unequal quality to this current practice of giving public money collected for the needs of the residents to selected private business operators.  Recall the family who operates the Kalahari Resort received 10 million publicly collected dollars to construct a convention center.  The family who operates the Noah's Ark has received 1.5 million dollars to build new housing for the J1VISA Immigration population.  The family who operates the La Quinta Del Sol Hotel received 1.8 million dollars.  This is publicly collected money being diverted from the needs of residents and given to private business operators.

With annual visitation numbers falling lower than ever the Village of Lake Delton is crafting the High End Attraction Incentive Program - this will provide free publicly collected money to the struggling resorts for updating and improving their amusements and attractions.  This is publicly collected money being diverted from the needs of residents and given to private business operators.

The residents of the Wisconsin Dells area - seeing no valid return with this giving of high sums of money away to private business operators - now believe this is further impoverishing the Wisconsin Dells area.

The Broadway Mobil is a common community gathering place along Broadway in Wisconsin Dells.  In August 2020 this is all expected to change.

Coming August of 2020 the Wisconsin Dells high school population will be moved to the new building out along Rocky Arbor State Park.  The school breaks do not accommodate the long trip from out along the Rocky Arbor State Park to the Broadway Mobil location.

The motor vehicle traffic that once benefitted the Broadway Mobil will now travel on the other side of the bridge.  Wisconsin Dells residents are questioning where the next community commons will emerge.

We will have to watch to see what location becomes the next common gathering place for the community.

Lake Delton Limit More Than 4500 J1VISA Workers Use of Electric Scooters

The Village of Lake Delton diverts millions of publicly collected dollars from use on the needs of the residents - and gives it to private property owners who agree to construct new housing for the J1VISA population to live. The Wisconsin Dells area is a global community and home to more than 4500 work experience travelers who come from outside of the Country through the J1VISA Immigration Programming to support local tourism efforts.  The more than 4500 work experience travelers are now the largest population of community share holders in the Wisconsin Dells area.

This newly constructed housing for the J1VISA population does not follow typical code requirements - so the rentals lack adequate motor vehicle parking.  Electric scooters are becoming more popular as an economic, efficient, transportation option.  The use of electric scooters is a popular mode of transportation across the globe.

Fearing the more than 4500 work experience travelers coming from outside of the Country to live in the new public funded housing will take advantage of the electric scooters for an economical means of transportation - the Village of Lake Delton is crafting regulations to limit the use of electric scooters across the Wisconsin Dells area.

This at a time that residents have suggested that due to the large size of the J1VISA population - more than 4500 - there needs to be a seat on the Village of Lake Delton board to better represent the needs of this growing population.  The Wisconsin Dells area residents are investing millions of dollars of local public money - without any real input from this huge J1VISA population.

Ordinance No 19-012 Amended To Get Struggling Wisconsin Dells Area Resorts Back On Track

The Village of Lake Delton has amended ordinance number 19-012 chapter 16 of the municipal code to create a high end attraction incentive program.  The high end attraction incentive program is locally collected public money being diverted from residential needs to help get the struggling Wisconsin Dells area resorts back on a track of economic wellness.

The high end attraction incentive program provides free money for new high end attractions - amusements that are located and operated in the Wisconsin Dells area.  This is public money being donated to the larger resort style service delivery modals to update their attractions for the purpose of increasing the number of visitors to the Wisconsin Dells area.

The Village of Lake Delton is developing the application process - which will require evidence to support an increase in the contribution of collected room tax.  The hope is by using public money to pay for the improvement of amusements and attractions within the property of private business modals - more tourists will come stay in the Wisconsin Dells area.

Wisconsin Dells Resorts in Economic Struggle

The Wisconsin Dells area is a small rural summer resort community.  Residents are using the Down Town Wisconsin Dells commercial district as a direct indication of the economic wellness of the large resort business modal style of service delivery.

When the resorts experience a decrease in visitation the Down Town Wisconsin Dells commercial district has fewer consumers entering store fronts.  With about 75 percent of the store fronts in the Down Town Wisconsin Dells commercial district closed for the off season - it follows the local large resort business modals are serving fewer visitors.

Wisconsin Dells Departments Pass The Collection Plate

The City of Wisconsin Dells carries a massive debt.  This makes it difficult for City of Wisconsin Dells departments to operate within their budgets.  To compensate the City of Wisconsin Dells departments will fund raise.

A simple example of this is the City of Wisconsin Dells Park and Rec's Department Black and White Affair scheduled for Saturday November 16, 2019.  This is fund raising performed to benefit the City of Wisconsin Dells Park and Rec's Department.

Moving Wisconsin Dells High School Furnishings Summer 2020

The Wisconsin Dells area has three large projects actively competing for scarce community resources.  The 3 projects are:

- Elm Street Outdoor Plaza

- Lake Delton Law Enforcement Building Alcan and Miller

- High School Along Rocky Arbor State Park

As the old high school building becomes empty for summer recess the Wisconsin Dells school system will be scrambling to engage the labor needed to transport furnishings to the new high school location along Rocky Arbor State Park.

The effort to construct and open the new Wisconsin Dells high school along Rocky Arbor State Park is actively competing with the committee members participating in the Elm Street Outdoor Plaza and Lake Delton Law Enforcement Building Alcan and Miller projects for scarce public money.

This simply means that as one project committee asks for more public resources the other two Wisconsin Dells area projects must be agreeable to take less.  The committee participants on each of the 3 projects will be expected to share scarce community resources in a manner that will bring some form of completion to each of the Wisconsin Dells area projects.

Wisconsin Dells Residents Expected To Contribute More With High End Attraction Incentive Program

The Village of Lake Delton has given 10 million publicly collected dollars to the Family operating the Kalahari Resort for the construction of the huge new convention center.  Staffing the new convention center requires a much higher number of J 1VISA Immigration Program people coming from outside of the Country to temporarily live in the new housing constructed in the Wisconsin Dells area with publicly collected money.

The Wisconsin Dells area tourism business modals are staffed by the more than 4500 travelers coming in to the community from outside of the Country through the J1VISA Immigration Programming.  The Village of Lake Delton is creating a high end attraction incentive program that will give publicly collected money to business operators who locate a new amusement in the Wisconsin Dells area.

This increases the need for additional J1VISA Immigration Programming staff to come from outside of the Country and temporarily live in the new housing the small rural summer resort Wisconsin Dells community is paying to construct.

The more of the J1VISA Immigration Programming staff brought into the Wisconsin Dells area the higher the cost of maintaining the essential public services for the permanent residents.  Wisconsin Dells permanent residents are making this connection with the Wisconsin Dells Events Newspaper publishing the City of Wisconsin Dells being unable to meet the actual cost of delivering emergency transport - ambulance service across the community.

Permanent Wisconsin Dells Residents Support The Resort Staffs Stay In The Area

The Wisconsin Dells area resort style business modals are dependent upon more than 4500 work experience travelers coming from outside of the Country through the J1VISA Immigration Programming to staff their resorts.

The Wisconsin Dells area resorts are hoping the building of a new high school is a way to attract more permanent residents that can increase local contributions being used to bring them more staff from outside of the Country.

Wisconsin Dells Approaching 2020 Federal Census Process

In 2020 the Federal Government will perform the census process.  The Wisconsin Dells area is now home to more than 4500 work experience travelers who come from outside of the Country through the J1VISA Immigration Programming to temporarily work.

The Village of Lake Delton has invested millions of locally collected public dollars to construct new housing for the J1VISA Immigration Programming population.  There are more than 4500 work experience travelers who come in from outside of the Country to reside in the Wisconsin Dells area - and the tourism industry business modals actually need twice that many.

Although the more than 4500 J1VISA Immigration population puts a heavy strain upon local public services - the Federal Census Process does not calculate there being here as growth.  This is unfortunate because when you have a higher population with the Federal Census Process the community qualifies for additional shared revenue.

This simply means local municipal budgets must allocate more public resources toward the service needs created with accommodating  a huge population - residing in the Wisconsin Dells community.  This acknowledges the Wisconsin Dells area residents role in sharing the local support needed to staff these large resort style business modals.

Low On Funds Wisconsin Dells Struggles Over Tourism Events

This large tent is staked in to the asphalt to secure.  These large tents are an added benefit for the visiting population - with technology the area can be heated, or cooled.  It is impossible to deny events like On Tap are successful in populating the Down Town Wisconsin Dells commercial district.

The City of Wisconsin Dells Departments are reminding event planners of the increased cost generated by this activity.  A long tradition of driving stakes through asphalt to set up the tenting is being considered unacceptable. The cost of additional refuse will require higher fees.  The placement of temporary access to electricity requires higher fees.  Code violation enforcement staff prowl for fining opportunities.  Law enforcement expects a trade line on the event contract to directly list their cost.

The Wo-Zha-Wa Festival Committee will be required by the City of Wisconsin Dells to charge residential property owners who open up their land for vendors to set up- a one thousand dollar fee.  This is more than a City that depends upon the tourism industry trying to monetize their partnership with event planning organizations.

This is individual City of Wisconsin Dells Departments fighting over tight public resources.
This is a City in need of public money - and will impact the local economy in a negative way by sending revenue producing events to other areas.

City of Wisconsin Dells Lacks Risk Reserve Money

As the City of Wisconsin Dells Departments craft their 2020 budget the massive debt becomes extremely obvious.  This hangs over the property owners who recognize that despite charging a lodging tax and premier resort tax at the higher end - the revenue being contributed continues to drop.

The City of Wisconsin Dells has absolutely no money in risk reserve to apply toward annual budget overages.  Visitor dollar profits have significantly dropped - meaning less and less lodging and resort tax is being collected by business operators.  This means lower contributions toward City of Wisconsin Dells public service departments.

This causes emotions to run high throughout the Wisconsin Dells area during the annual budget process.  The massive debt and consistent down swing in lodging and resort tax contributions in the Wisconsin Dells area is requiring City department budgets to assign additional duties to existing staff rather than hiring adequate employees to cover the labor.

The high emotions can quickly jump to anger which results in the City of Wisconsin Dells assigning a blame for their lack of risk reserve money on to some temporarily chosen cause - this helps soften the angry emotions but does little for the need for more public money.

Wisconsin Dells A Global Community J1VISA Largest Share Holder Population

The Wisconsin Dells area is a global community.  Work experience travelers coming from outside of the Country through Federal J1VISA Immigration Programming make up the largest share holder population.

With the immigrating J1VISA being the largest share holder population in the Wisconsin Dells area economy - it seems a responsible thing to do is seek their input.

Wisconsin Dells New Convention Center Means Switch To Franchise Hotels

The Village of Lake Delton invested 10 million publicly collected dollars to construct the new convention center interstate exit 92 Wisconsin Dells Parkway at the popular Kalahari Resort.  The Village of Lake Delton is using financial incentives and local regulations to switch all the hotels over to franchise modals.  This is part of moving the group size of those attending gatherings at the new convention center closer to the high end of occupancy.

This top down change impacts the type and characteristics of the visiting population.  This is creating a whole new population of shared customers.  With the new population comes a change in the value of area business modals.

With this new population expect to start to see fewer :

- Fewer Go Kart Rides

Wisconsin Dells BID Conservative Approach To Elm Street Closure Project

Residents of the Wisconsin Dells area are suggesting the Wisconsin Dells Down Town Business Improvement District Committee  (BID) would be looked upon more favorably if they took a much more conservative approach to the Elm Street Closure Project.  The Wisconsin Dells Down Town Business Improvement District Committee's insistence upon implementing the Elm Street Outdoor Plaza competes directly with two other large projects for scarce public resources.

The closure of Elm Street for a summer outdoor plaza is competing with :

- The Lake Delton Law Enforcement Building Alcan and Miller

- The High School Along Rocky Arbor State Park

This simply means as one project gets more of the available public resources - the other two projects get less of the available resources.  During the month of October the City of Wisconsin Dells Finance Committee meets for the annual budget process.  This is the time of year the massive Wisconsin Dells municipal debt is in the minds of the residents.  Residents seem to have a far more accurate grasp on the revenue producing capability of the short summer tourist season.

With the extensive amount of business modals closed for the off season - the Down Town Wisconsin Dells Business Improvement District Committee is struggling to demonstrate evidence of the effectiveness of their interventions.  The Wisconsin Dells Business Improvement District Committee implemented tighter regulations - this diminished the value of  individual operator creativity- while elevating the cost of doing business in Down Town Wisconsin Dells.

Municipal services must now be managed in a way that accounts for the lack of business in the Down Town Wisconsin Dells commercial district.  With the tightening of the free market in Down Town Wisconsin Dells the dip in business will require the City to add duties to existing staff rather than hiring additional employees.

The City of Wisconsin Dells Finance Committee has started the annual budget process.  Money is exceedingly tight due to the 3 large projects competing for scarce community resources.  The 3 large projects are:

The City of Wisconsin Dells Legislative Committee is considering charging residential property owners who provide space for Wo-Zha-Wa fall festival vendors as a way to increase revenue.  The community is anticipating additional fund raising with the vacationing families at the resorts being the target population.  Fund raising is a strategy to populate a business location and create revenue that improves the operators annual profit calculation.  This is accepted and employed frequently throughout the Wisconsin Dells area.

Wisconsin Dells Start Charging Residential Property Owners Who Give Space To Wo-Zha-Wa Vendors

In the City of Wisconsin Dells Legislative Committee Meeting Minutes dated September 9, 2019 - published plans to charge residential property owners who make space available for vendors who set up for Wo-Zha-Wa Fall Festival.  This assures both the residential land owner and the vendor have each purchased a Wo-Zha-Wa permit.

Future agenda item to include discussion on requiring those who rent out their residential yard space to vendors during WoZhaWa weekend to obtain a permit in order to do so.

The cost of a Wo-Zha-Wa permit is about one thousand dollars.  This effort by the City of Wisconsin Dells should push the number of participating vendors to a lower calculation.

Wisconsin Dells Group To Manage Biz Competition Through Municipality


The City of Wisconsin Dells Down Town Business Improvement District Committee in their meeting on September 18, 2019 discussed plans to restrict excess duplication of types of business modals now compromising the down town area.  The City of Wisconsin Dells Down Town Business Improvement District Committee plans to act on enforcement mechanisms that eliminate a percentage of the operations that deliver similar products and services. 

The committee expects to use their internal position to influence - block the ability of operators of business modals that seem to compete with down town business locations from renting - or buying property in down town Wisconsin Dells.  This is managing business competition through the Municipality.

This City of Wisconsin Dells sanctioned effort will make it increasingly difficult for existing land lords to rent their commercial property - and equally difficult for the property owner to sell their real estate.   Newer business modals can expect an increased frequency of visits from the code enforcement staff who are being assigned the task of selectively creating finable offences.  

This action by the City of Wisconsin Dells Down Town Business Improvement District Committee is seen commonly in other communities where significant business improvement efforts over the past years have failed.  The committee's commitment to stronger regulations that restrict competition within a defined commercial district is a reactive attempt to rapidly correct a descending economy created through poor municipal policy.

The Wisconsin Dells area has crafted a cycle of immigration to compensate for the areas critical lack - which is labor.  The immigration cycle has transitioned the rural Wisconsin Dells community into a global home for more than 4500 work experience travelers.  The work experience travelers come from outside of the Country through the J1VISA Program to temporarily live in Wisconsin Dells and work in the tourism industry.

The Village of Lake Delton consistently allocates publicly collected money to private business enterprises who operate tourism modals of business designed to employ a greater number of out of Country workers.  This requires the Village of Lake Delton to allocate publicly collected money to private property owners who construct new housing for individuals to immigrate to temporarily live in the Wisconsin Dells area.  This requires the Village of Lake Delton to allocate publicly collected money to construct a larger law enforcement building- to better serve a population of more than 4500 immigrating staff.  This requires the Village of Lake Delton to aggressively employ all means possible to elevate taxes upon residents to support the infrastructure and services needed for libraries, schools, and pools.

This cycle is circular:

- Wisconsin Dells Area elevates percent collected as premier resort tax - and collects room tax

- Village of Lake Delton gives family who operates Kalahari Resort 10 million publicly collected dollars to build convention center

- Village of Lake Delton gives Noah's Ark 1.5 million dollars to construct new housing for immigrating staff

- Village of Lake Delton allocates publicly collected money to construct larger law enforcement building on Alcan and Miller

- Sporadic gifting of large sums of publicly collected money in to private business modals  - results in a more aggressive approach to taxing residents to support the infrastructure and services needed for libraries, schools, and pools.

This Wisconsin Dells cycle of immigration conflicts with the efforts of the current Administration of the Federal Government - to restrict legal immigration.  The Federal Government is making it clear - the Country is full- people are not being welcomed.
