Wisconsin Dells TIF Lower Return 4 Schools

Tax incremental financing (TIF) is a program used by the City of Wisconsin Dells to finance development cost.  In the absence of market driven development the City functions as the co-signor- holds loan responsibility.

Tax incremental financing (TIF) means the City of Wisconsin Dells receives - consumes the additional property taxes generated by the development - that would have gone to other taxing jurisdictions - like schools.

This can be described as a cost shift upon residents - but the City of Wisconsin Dells lacks the population to ever compensate.

Streamlining Permitting Process Wisconsin Dells

In order to better compete with Wisconsin Cities seeking to attract business operators the City of Wisconsin Dells needs to improve the efficiency and predictability of their permitting process.  This involves shortening the timeline of the permitting process (digitalize) of projects that are performed in a short period of time by a local handyman - quite different than a development - construction of a new building.

One stop shop at the Municipality means getting the required information to the permit granting authority occurs interdepartmentally.  The employee staffing the one stop shop at the Municipal level has the knowledge to clearly explain the activities that require a permit.  This also includes having knowledge of the process to assure compliance .

This is a rather basic improvement that is now expected to be a service that is delivered through the Municipality.

Kutzke 2 Host Meeting Between State DOT and City Counsel

In the first week after being sworn in as the next mayor of the City of Wisconsin Dells- Louis Kutzke plans to arrange to host a meeting between the State of Wisconsin Department of Transportation and the City counsel.  This is to instruct the counsel on the terms of the Municipal Connecting Highways contract as it relates to a temporary obstruction upon a traffic signal intersection.  Please vote Louis Kutzke for mayor of the City of Wisconsin Dells on April 3rd- help him move the boat from the road so vehicle traffic can flow.

Kutzke Within 145 Votes In Primary 1500 free votes

When you evaluate  the numbers for the Wisconsin Dells primary election you see Kutzke is within 145 votes.  One important variable is on February 20th most of south central Wisconsin was under a bad ice storm - all area schools were closed.

The City of Wisconsin Dells has approximately 2000 eligible voters spread out across 4 Counties.  In the Feb 20th primary election only people from 2 Counties came to vote.  Adding up the total votes for the Feb 20th primary in Wisconsin Dells we see -

EW got 274 votes

LK got 129 votes

CS got 7 votes

So of the 2000 eligible voters in the City of Wisconsin Dells primary election on Feb 20th - only 410 people voted.  2000 minus 410 = 1590 - which means that are approximately 1500 free votes floating around for the April 3rd general election.

When you couple the 145 vote spread with the availability of 1500 votes - one begins to see why the emotions have been ramping up.

Wisconsin Dells Use CDA Funds 2 Meet Credit Needs Business Operators

The triple aim of Louis Kutzke's candidacy for mayor of the City of Wisconsin Dells is :
- Build visibility to things that matter to residents
- Bolster local commerce
- Reduce Municipal debt

How do we know commerce in the commercial district needs to be improved?  Residents are invited to go in to the City of Wisconsin Dells Municipal Web Site under the posting (CDA) community development authority October 23, 2017.  This summary of the meeting describes the creation of a loan contract of 100 thousand dollars for the purchase of the 321 Broadway property by an individual- the City is in 2nd position to the Bank of Wisconsin Dells as a lien holder. 

This is evidence for the greater dependence upon City of Wisconsin Dells (CDA) community development authority funds to meet the credit needs of the business operators in the down town commercial district.  This describes a Municipal reaction being applied to compensate for the conditions created through unsound policy.  The communities limited understanding of proper business practice has created a climate where local operators cannot have access to money through traditional lending institutions.

It is beneficial to make the connection between the policy informed function of the Municipality and the lack of business development and growth across the commercial district.  The City of Wisconsin Dells lacks the access to funds to continue to create loans for potential business operators this activity is not self sustaining.



Wisconsin Dells Never Been More Vulnerable 2 Litigation

The triple aim of Louis Kutzke's candidacy for mayor of the City of Wisconsin Dells is :

Stronger observance of private property rights is valued by the residents.  This calls for the elimination of the appointed position that delivers financial penalties to City of Wisconsin Dells residents for property deterioration.

In the State of Wisconsin this activity is regulated by the Real Estate Industry.  If the inspector has not attended classes- taken an exam- and listed upon the registry with an assigned number - the delivery is infringing upon the rights of private property owners.

This legally unsound practice places the Municipality at risk for class action litigation.  Understanding the Municipality carries a debt load greater than 30 million dollars - means the City of Wisconsin Dells lacks the risk reserve to properly fund a costly litigation process.

Please vote Louis Kutzke for mayor of the City of Wisconsin Dells on April 3rd - a common sense approach to improving the management of real life issues.

Wisconsin Dells Duchess Plaza Reduced Nearby Property Value?

The question we must ask is has the acquisition of the roadway (Oak Street and Broadway) which now limits the private property owners ready access to State Highway 13 decreased the property value.  The bilateral privately owned real property (land) on Oak Street and Broadway was purchased and maintained enjoying the benefit of ready access to State Highway 13.

A Before and After Appraisal Report could indicate a drop in private property value caused by the Municipal improvement for which the State Highway 13 ready access was eliminated.  Understand that as your private property value is reduced - requiring a less than profitable sale- others are benefitting at your expense.

Please vote Louis Kutzke on April 3rd for mayor of Wisconsin Dells - he is going to move the boat from the roadway and allow vehicle traffic to flow.

Louis Kutzke Thankful 2B On Wisconsin Dells Mayors Ballot April 3rd

Thankfully your candidate Louis Kutzke for mayor of the City of Wisconsin Dells will be on the ballot on April 3rd for the general election. Having made it through the primary election process it is a good time to describe the situation.

The City of Wisconsin Dells is a small resort community with a population of less than 3 thousand people. The primary revenue producing industry is a 90 day summer tourist season. The bulk of the buildings are historically significant being more than 100 years old. The geography cannot be described with out using the word ravines.

The Municipal debt load exceeds 30 million dollars - interest rates are rising and tax rates are dropping at the Federal and State level.   The large river tour boat continues to block the roadway eliminating the ability of vehicle traffic to flow.  Municipal departments invest resources to deliver monetary aid to selected local business operators. 

The loss by fire of a large housing complex in the neighboring community will further strain the availability of affordable housing options.  Residents continue to allocate public funds through an appointed position to deliver financial penalties to City of Wisconsin Dells residents for property deterioration. 

New business operators and entrepreneurs struggle to obtain capital through traditional lending institutions when seeking space in the City of Wisconsin Dells.  The City of Wisconsin Dells retains deed to multiple properties acquired through owner loss - despite being used for no benefit to the public. 

The commercial district presents darker at night than the user populations expectation.  Operators of large resort complexes in the surrounding area have trained the Municipality to reach for that one large endeavor - like a daily free water ski show near the end of the river walk to bolster commerce across the City of Wisconsin Dells.

Louis Kutzke is suggesting that the way in which we conduct our day to day processes at the Municipal level may not be producing the outcomes that benefit a larger percentage of the population.  Please vote Louis Kutzke for mayor of the City of Wisconsin Dells on April 3rd in the general election.

Wisconsin Dells Massive Municipal Debt and Tolerance For Risk

The City of Wisconsin Dells is a small resort community with a population of less than 3 thousand people. The primary revenue producing industry is a 90 day summer tourist season. The bulk of the buildings are historically significant being more than 100 years old. The geography cannot be described with out using the word ravines.
The Municipal debt load is greater than 30 million dollars.  Knowing the huge amount of money that is owed is beneficial when considering the measure of risk associated with desired projects. The money the Municipality owes and the tolerance for risk can be communicated through an inverse relationship.  The more money that is owed the less the tolerance for risk with the presentation of larger than life projects.

Inverse relationship means as the amount of money that is owed increases (rising interest rates on a greater than 30 million dollar debt) and the tolerance for risk decreases.  From a historical perspective residents can identify projects that have not produced the return on investment the Municipality hastily pursued in an all or nothing fashion.

The City of Wisconsin Dells is now functioning at a stage where fiscal conservancy is essential - and desired projects need to evaluated in a way that assures the residents have an understanding of evidence supported outcomes. Simple things like who is going to benefit and how often.  How is the project monetized to assure sustainability.  Please vote Louis Kutzke for mayor of the City of Wisconsin Dells on February 20th.

Wisconsin Dells Commercial District Buskers

Can you see how the long history of having multiple open air locations for the selling of ride tickets to the pedestrian visitors in down town Wisconsin Dells - has created an immediate acceptance for street (buskers) entertainers.  Some store operators can see this activity as a barrier to in house traffic.

As neighboring resort complexes implement an all inclusive structure it is beneficial to understand how this dynamic will result in shorter visit times for some guests in the down town Wisconsin Dells. Your candidate for mayor of the City of Wisconsin Dells recognizes the emerging threats to the community that our police department should not have to face alone.  This means coordinating the support that facilitates the ability of the police force to function at a higher level.  Recall the recent act of purposefully burning a huge work force housing building in an adjoining community.

Responsible festival organizers look to a Municipalities capability of facilitating communication, cooperation, and collaboration across service departments to effectively conduct a mutually beneficial festival experience.

Wisconsin Dells Real Estate Industry Regulates Act of Property Inspection

In the State of Wisconsin the act of inspecting improvements (buildings) on private owned property is regulated by the Real Estate Industry.  The person must have taken the authorized instructive classes- passed the exam- and carry a number that certifies them upon the State of Wisconsin Registry.

A Municipality sending an employee who is not certified around the community threatening fines and additional action against a family regarding the condition of their buildings is selective enforcement.  This exposes the Municipality to expensive- labor intensive law suits that can go back across time to right this mistake.

A Municipality like the City of Wisconsin Dells that carries a huge debt load (north of 30 million dollars) cannot afford this expensive - time consuming litigation. The next mayor of the City of Wisconsin Dells will need to eliminate the appointed position that delivers financial penalties to City of Wisconsin Dells residents for property deterioration- shift the funds over to the public works budget to employ another staff person.

The conversation in the coffee shops in the City of Wisconsin Dells are getting louder.  An accurate way to understand the emerging desperation being expressed across the community with the mayoral election for the City of Wisconsin Dells - is linking prevalent perceptions to the outcomes present in the commercial district due to Municipal policy.

This involves engaging participants of the decision making process to assure a beneficial outcome for the user population.

In the City of Wisconsin Dells from the benefit of viewing after the passage of much time we can see the massive reconfiguration of Oak street between Broadway and Washington Avenue is now home to less employers and less workers.  We are in the later stages as 2 of the operating business owners have acquired the adjoining property to create a larger parcel.  This activity delivers an immediate boost to the business operators assets.

Removing the large river tour boat opens the road to vehicle traffic and improves the fire/rescue response time to 2 of the City of Wisconsin Dells 55 and over apartment complexes.  This also creates a lease opportunity for the local family who have owned and maintained the vacant lot on Broadway and Cedar Street throughout many years.  This gives the local family an opportunity to benefit by receiving revenue through leases that facilitate down town entertainment requests.  This is a public - private partnership working toward the common goal of increasing the visitor population across the commercial district.
