What The Heck Does Heroin Addiction Have 2 Do With Senior Care

The young child explained the round sun looked postage stamp square since this kind of happened.  Everything changed and kept a new form.  The child thought her grandmother was most effected by this change.

The child's father was a heroin addict.  The father told the family he had bridged from prescribed pain medication to heroin to keep going.  The father is now incarcerated, he was arrested and convicted as a dealer of heroin- but the family felt he was more of a user.

The child and her mother became homeless in less than a month.  The family explains the incarcerated father was no longer paying the rent. The child and grandmother felt the mother was some what immature and just not versed in the requirements to receive help through public programming.

The child's mother had brought the child to grandmother's house with a few belongings.  The child explained she lives with grand mother now.  Her mother sofa surfs - which means she stays temporarily with friends.  The grandmother expressed thanks that the kids had never gotten a pet.

Grandmother had gone to the (ADRC) Aging and Disability Resource Center to begin getting some help with public programming to be able to keep her grand child safe.  The benefits specialist reassured the grandmother this was not a new scenario- grandchildren are often moved as straight as the crow flies to the safety of a grand parent.

This is written to present the reader with the real life experience that seems to suggest the heroin addiction epidemic is not the problem of others - but really a problem that asks the entire community to help.

Madison Wisconsin Gets 700K 2 Eliminate Heroin

Community partners in Madison Wisconsin have received 700k in a federal grant for a 3 year program to eliminate heroin addiction.  The organization includes the help of Police, Treatment Providers, UW Health System, Dane County Public Health and more.

This is a comprehensive effort that creates greater access and works to eliminate barriers to recovery.  Care coordinators will need to sign the individual up for an insurance plan that will best serve their primary diagnosis- the heroin addiction.

This will facilitate rapid enrollment in to treatment at the level of need.  This is essential because the need is greater than the available treatment service.  A big part of the focus is to create the opportunity to integrate treatment service within the existing health care delivery system.

This creates an initiative to bring the heroin epidemic to the forefront of community planners who will be challenged to reduce the unnecessary deaths. This approach is important because data indicates assigning this deadly problem to one discipline has not been effective.  Organizations need to work across delivery service boundaries to save the lives of our family and friends.

Code Compliance Official Consolidates Undesirable Requests Wisconsin Dells

The Wisconsin Dells Common Council approved funding for a Code Compliance Official on December 19, 2016.  This is a reactive approach taking place across smaller communities throughout the United States.  The most immediate benefit is the consolidation of all undesirable requests.

Central to the role of the Code Compliance Official is extensive experience working in the construction trades.  This is coupled with current knowledge to accurately interpret existing codes.

This assures the capacity to self direct within the paid Code Compliance Official position.  Without self direction the activity produces selective enforcement- which creates unnecessary litigation- making the result an improper utilization of publicly collected money.

Interesting this appears to be incompatible with national administrative efforts that are diligently working to reduce regulation as a means to strengthen commerce.

Wisconsin Dells Code Compliance Officer 4 New Lower Dells Marina

The City of Wisconsin Dells Municipal Officials met on December 19, 2016 approving a new model of zoning to facilitate the construction of the Riverwood Eagles Nest LLC Senior Community Development.  This new zoning designation also included the addition of an authorized code compliance officer.

The Riverwood Eagles Nest LLC Senior Community is expected to include a development phase for a large boat docking marina on the lower dells of the Wisconsin River.  The assigned code compliance officer will be challenged to manage the process for the installation and ongoing maintenance of this new marina.

This will be an essential piece of this Senior Community Developments ongoing success.  This new boat dock marina will give senior residents an opportunity to enjoy this complex natural resource as part of their ownership.  Fishing, boating, water skiing, wave runners all improve the families experience with visits.

The position for the new code compliance officer will begin on January 1, 2017, as that is when funding is beginning.  An expectation of the code compliance officer position will be an understanding of the codes that regulate construction in the City of Wisconsin Dells.

Certainly this new marina will need the support of a city officer versed in the proper interpretation of codes that regulate construction.  A huge marina boat dock upon the Lower Wisconsin Dells River is anticipated to be a controversial project.  Wetland real estate law seems to favor the land owner- and the residents certainly seem to have a right to this amenity. The seniors buying in will want their boat dock- marina.

Trumps Dependent Care Savings Accounts 2 Stay Home Longer

Part of President Trumps plan for managing long term care costs with people living longer is the creation of new tax deductible dependent care savings accounts.  Regulatory changes would allow families to invest directly without an employer managed financial product.  This opens access by marketing directly to the consumer.

The money in the account would accumulate over the years and appreciation would be tax free.  Families could add to the fund over the years. The money in the fund would be available to with draw anytime with no penalty.  Utilization  would be defined as payment for a service provider to help keep the elder safely at home.

Aging individuals experiencing difficulties related to cognitive (memory loss) deficit, or physical (paralysis) functional deficit could receive assistance at home and paid for through saved funds.  This seems to align with health regulatory  initiatives moving toward greater consumer autonomy where families have an opportunity to shop smarter.

Home Care Path Network Efficiencies Dementia Support

The primary focus of Wisconsin's Home Care Path in 2017 will be to manage the dementia support efficiencies inherent within a network approach to delivery.  This moves their operation to better match the coming mandates that require health insurance plans and medical providers to serve larger geographical regions.

Home Care Path has constructed a digital platform that matches families seeking help for an elder with undesired symptoms of dementia to a local care giver.  This is delivery of an essential non-medical service.  2017 is expected to define a tighter health insurance plan benefit.  This simply means the health insurance plan will not pay skilled medical staff at a higher rate to perform non-medical care tasks.

The Home Care Path digital market place will assist families and local care givers to conduct a mutually beneficial match.  This means the family is being trained on how to shop for a non-medical in-home care giver.  Along with this local care givers are being trained on how to match their care giving talents to a family that will pay them for their service.

Simple things like having the family conduct an online background check prior to starting service.  This includes having an in home care giver conduct an online credit check prior to starting service.  This is leveraging technology to produce a greater amount of known information to improve the outcome.

Home Care Path will have liaison staff who can instruct local dementia care coordinators on how to utilize this new tool.  This is a newer model that will take the community some time to warm up to.  This creates more independence and autonomy for families in areas that the medical delivery system cannot effectively serve.  This also manages a system that increases the number of local care givers who can make money and continue to serve the community.

Wisconsin Dells Riverwood Senior Community Development Coming

The Riverwood Senior Community Development just got closer to serving the greater Wisconsin Dells area. Senior's were discussing the purposely placed tunnel under highway 16 in Wisconsin Dells.  This tunnel is employed by the school system giving students safe passage into the cross country pine forest.

The common council in cooperation with the public safety committee has approved the proposed twenty foot by twenty foot tunnel off of Bauer as a secondary emergency access to serve all 3 phases of the Riverwood Senior Community Development.

The City of Wisconsin Dells has also amended code section 1.04 (4) creating a newly enacted ordinance to facilitate the zoning necessary for early phase development of this much needed senior housing initiative.

This is evidence of progress for the Riverwood Eagles Nest LLC Senior Community Development.  This brings a proactive model designed to improve the ability of aging seniors to continue to live in the community.

Home Care Path would like to take this opportunity to wish those involved with The Riverwood Senior Community Development much continued success.

Dementia Support In The Age Of Machine Intelligence

Today's consumer is being served more and more through machine intelligence.  This can be viewed as :

Consumer  >  Machine Intelligence  >  Service

The consumer uses machine intelligence as a significant part of receiving their desired service.  For example:

1. Consumer interacts with self check out to receive needed groceries

2. Consumer interacts with self driving car to receive transportation

3. Consumer interacts with radiotherapy robot ology to receive cancer treatment

4. Consumer interacts with self banking machine to conduct financial transactions

Home Care Path has created a senior support marketplace which falls nicely within this new paradigm.

Consumer > homecarepathdementiasupportplatform > dementia support service

Both families needing support care staff and local care givers can post a listing on this platform.  This allows access anytime, anywhere to the site.  This facilitates mutually beneficial transactions.  The family can find a helper, and the care giver can find work.

This new way of receiving dementia support services is here to stay for the following reasons:

- Stronger access
- Time saver
- Money saver
- Empowers consumer
- Improves outcomes

Despite being a bran spanking new concept this model of marketing services is becoming more and more accepted by the consumer population.

Wisconsin Walker Writes President Trump 2 Craft New Medicaid Waiver

Wisconsin's Governor Scott Walker has sent a letter to President Elect Donald Trump.  A big part of this communication is a strategy to give Wisconsin greater control over the delivery of Medicaid reimbursed services.  This is to tighten, constrict the out flow of the Medicaid fund.

The communication identifies section 1115 - to craft a new Federal waiver.  This Federal Approval would facilitate policy requiring the beneficiary to pay cost sharing- as a condition for receiving the service from a Medicaid contracted provider.

The points of reference within the standard will define levels of beneficiary contribution to share the risk as an expectation of eligibility for service.  Risk sharing embeds application of cost share to benefits to influence lifestyle choices.

This is training a large aggregate the idea of value- by adding cost to medical services as a way to share risk.  The connections between service delivery and reimbursed payment is presented to the population by involving them in cost sharing.

Medical service is expensive, Health is valuable.  As a participant in the Medicaid program the consumer shares the risk by contributing money to receive pre-identified medical services.  This rather rapidly separates medical treatment from non-medical -ancillary care.

Policy can be directed to influence underlying cognitive driven behaviors that would be best served by a discipline other than medical.  The full effect would be difficult to predict but certainly the change would be felt and evidenced by analyzing utilization.

Home Care Path Heat Source Guideline Life Threatening Cold

Wisconsin temperatures can drop significantly in winter months creating a dependency on adequate heat to maintain life.  This is a brief guideline designed to give some structure to helping when a home has an inoperable heat source- furnace and the temperatures are low- freezing.

Adjust thermostat listening for the furnace to activate and the vents to blow warm air.  With a decreasing temperature and a furnace that will not activate assist the senior to contact their chosen heating- air conditioning service. Ask for an estimated time of arrival - be sure they have your phone number.

Gather blankets, position yourselves near a potential heat source - electric space heater to wait for service provider.  Contact family and friends to identify a place for the elder to temporarily stay if needed.  You want to be present when the service provider arrives. Keep door closed avoid unnecessary trips.

If despite multiple attempts the service provider cannot get the heat source, furnace to activate and operate - ask them if they have any milk house non-decorative style space heaters in the truck.  Be aware of electrical circuit capacity so as not to trigger breaker.  Follow instructions for placement of space heaters to insure proper utilization.  Slow drip  flow in each fawcett to keep water from freezing.

Gather senior's supplies- medicine and pets to transport to safe place.  This is usually family or friend who lives near by.  If this occurs on a holiday or weekend, the elder may want you to return to the dwelling and report if the temperature inside remains above freezing.  The placement of additional space type heaters may be beneficial.

This is a rather brief, simple guide designed to keep the elder safe when the Winter temperatures freeze and the dwelling furnace is not operating.   This is not a comprehensive, or complete instruction for furnace difficulty.  Typically the County will maintain an energy assistance program that has experts available to help solve similar situations and would be an important resource to contact.
