Wisconsin Dells Maintain Sovereignty of Volunteer Fire Department

Your candidate for mayor of the City of Wisconsin Dells Louis Kutzke applies fiscally conservative strategies to keep the cost of living for residents at a tolerable level.  This involves employing strategies to meet the essential need while saving residents money.

This is important as the City of Wisconsin Dells is a small resort community with a population of less than 3 thousand people.  The primary revenue producing industry is a short summer tourist season.

The Kilbourn Volunteer Fire Department has evolved to professionally deliver this essential service that efficiently cares for the communities needs.  The Kilbourn Volunteer Fire Department has been good stewards of their resources and assembled an attractive portfolio of assets.

The Municipality under the influence of a massive debt load ( north of 30 million dollars) has considered taking over the Kilbourn Volunteer Fire Department.  This would give the Municipality immediate access to the Kilbourn Volunteer Fire Departments built up assets.

The Municipality could then add the Kilbourn Volunteer Fire Departments assets in to their financial ledger as a way to appear more favorable with audit processes.  This becomes a trade line on the City of Wisconsin Dells annual budget facilitating larger amounts on the monthly billing of residents for fire and safety services.

This increases the monthly cost of a resident residing in the City of Wisconsin Dells.  The monthly utility bill for fire protection would experience an earth shattering increase.  Families must pay more and land lords pass this fee on to renters.  This activity describes the Municipality monetizing Fire Service for the community as a way to make more revenue.

State Assembly Approves Bill Limits Municipal Authority 2 Inspect Property

The Wisconsin Assembly has approved a bill that limits the authority of a municipality to inspect buildings - this now goes to the Senate where it is expected to pass.  This bill is evidence of the top down implementation of observance of stronger rights for private property owners.

This bill helps hold rents down by eliminating excessive inspection fees and fines that have been employed to enrich the Municipality.  This bill eliminates the Municipalities ability to create ordinances that facilitate fees and fines for building aesthetics.

This puts an end to Municipal Committees whose function is to judge the exterior appearance of improvements (buildings) on private property.  With the passage of this bill - small resort communities like the City of Wisconsin Dells will need a mayor capable of amending the performance of existing Municipality services to better comply with State Law.

Wisconsin Dells Mayor Candidate Louis Kutzke Scolded About Change

Candidate for Mayor of the City of Wisconsin Dells has been repeatedly reminded - these pleas for help are not new- they have been expressed consistently over the past years.  We have become blue in the face shouting our need for change and nothing is done.

We need someone as mayor of the City of Wisconsin Dells who will work on the communities behalf to make these changes a reality.  On Wednesday January 24, 2018 at 1pm in the Kilbourn Public Library citizens can view an organized display of the requests for change.

City of Wisconsin Dells Population Density Utilization

The City of Wisconsin Dells has a population of less than 3 thousand people.  These people are spread across 7.73 square miles.  The City of Wisconsin Dells resides in 4 Counties- Adams, Columbia, Juneau, and Sauk.  Knowing the total number of residents and the square mile of area we can calculate an average number of residents per one square mile.  Rounding our figures for ease of calculation dividing 3,000 people by about 8 square mile area we would find an average of 375 people per one square mile an indication of a density.

We can then compare this with say Appleton Wisconsin that has a population of about 74, 370 people.  These people are spread across 24.82 square miles.  The City of Appleton Wisconsin resides in 3 Counties - Outgamie, Calumet, and Winnebago.  Knowing the total number of residents and the square mile of the area we can calculate an average number of residents per one square mile.  Rounding our figures for ease of calculation dividing 74,000 people by about 25 square mile area we would find an average of 2960 people per one square mile an indication of a density.

Potential density is a value used to determine utilization which is calculated to demonstrate evidence of need.  A community committing limited resources to desired projects are expected to communicate the benefit to the public in the form of utilization. How many people and how often are they benefitting from the implementation of a desired project.

The City of Wisconsin Dells has a population of less than 3 thousand people.  The City of Wisconsin Dells resides in 4 Counties- Adams, Columbia, Juneau, and Sauk.  In Sauk County the Kalahari Resort and Convention Center is constructing a huge addition to the Convention Center.

From a historical perspective a City of Wisconsin Dells resident can easily assemble evidence of the Municipalities ability to financially benefit from commercial lease transactions that link the delivery of popular services to the riparian (navigable) Wisconsin Dells River water way.

In the picture you can see where the Municipality monetized a ravine that descends to the shoreline of the riparian Wisconsin Dells River water way.  Commercial providers compensate the City of Wisconsin Dells for the opportunity to operate from the Municipal owned dock.

Wisconsin Dells Public Private Improvements Direct Visitor Dollars 2 Slough Marina

Pictured is a grand- brand new parking lot placed by the River Inn Resort along River Road in the City of Wisconsin Dells.  This improvement upon the property was funded through the private owners.

The City of Wisconsin Dells Municipality has scheduled an extensive construction project to enhance the walk way along Jenkins Memorial Park - which runs parallel to the Wisconsin Dells River Walk - improving foot traffic to the River Road Slough Marina.

This activity at both the Private and Public level helps the community better perceive the outcome.
The improvements upon the property move visitor dollars in to the City of Wisconsin Dells River Slough Marina which is the destination of the Wisconsin Dells River Walk.

The challenge is for the City of Wisconsin Dells to structure policy at the municipal level in a manner that facilitates the ability of varied business modals to deliver the desired goods and services to the participating visitors directed in to this area.

Juneau County Enters Lawsuit Against Opioid Manufacturers in Wisconsin

Juneau County has joined 12 other Wisconsin Counties in filing a lawsuit against opioid manufacturers.  Juneau County is asking for compensatory and punitive damages for the substantial costs they spend to combat the problems caused by addiction to opioids manufactured by these companies.

The Counties are filing a lawsuit with the firms Crueger Dickinson and Simmons Hanly Conroy from which they can directly receive compensation from a potential settlement or ruling. The lawsuit lists:

- Deceptive trade practice
- Public nuisance
- Unjust enrichment
-Intentional misinterpretation

A big part of this is the strain placed on emergency protective services finding care for children of parents who can become incarcerated or placed in inpatient treatment with improper use of opioids.

The Wisconsin Dells Visitor and Convention Bureau performs an important service that links the City of Wisconsin Dells with the Village of Lake Delton. The primary revenue producing industry for both communities is tourism. The Wisconsin Dells Visitor and Convention Bureau delivers the marketing that direct visitors in to the 2 communities.

For this service the City of Wisconsin Dells and the Village of Lake Delton pay the Visitor and Convention Bureau a percentage of the received money contributed by business operators through the collected resort tax.  The sinking number of operating business modals in the City of Wisconsin Dells can result in a lower amount of resort tax money available to support the much needed services the Wisconsin Dells Visitor and Convention Bureau provides.

Wisconsin Dells Facilitate Entrepreneurial Activity Support Artists Efforts

The City of Wisconsin Dells is fertile ground for the implementation of Municipal initiatives that assist the artist community to monetize their efforts. The purpose  at the Municipal level being to increase utilization of public shared space.

The City of Wisconsin Dells is home to the LEAF - Little Eagle Arts Foundation and an artist studio is being developed above the Winnebago Gift Shop.  A well known pottery artist and glass artisans operate across the community just to name a few.  Part of the Municipal effort would be to embed displays within shared public space to enhance the experience for the user.

Maintaining secure locations designed to display the creations of local artists lends variety within the shared public space encouraging return visits.  The exposure for the artist initiates the monetization of their efforts.

Repeal is Way 2 Change Wisconsin Dells Council Rules

Repealing a Municipal ordinance or resolution is typically to take back.  Repealing to revoke a Municipal level rule eliminates the rule altogether.  This is more efficient than amending - which would add the change but keep a portion of the rule in place.

Recall that a resolution is a declaration (rule) concerning a subject not controlled by an ordinance.  Resolutions are some what easier to make and easier to repeal than an ordinance.  The City of Wisconsin Dells Clerk and staff should record all the decisions made and maintain a record of those decisions.

Enacting a Municipal ordinance requires a motion and second to adopt and an affirmative vote of a majority of all members of the City of Wisconsin Dells Council - not just those present at the meeting.  This can involve the roll call vote.  The City of Wisconsin Dells Clerk to finalize must wait the 2 weeks before assigning the number of record, and the enacting.

Motions are just a Council member making a proposal to take an action- for the governing body to decide upon.  A simple example would be a proposal of express repeal to revoke a rule that defines a property owners ability to post information or advertising in the interior window of store fronts.

All Municipal level resolutions and ordinances are created and recorded with the intention of facilitating future Council activity that will change the rules to best meet the residents needs at the time.

City of Wisconsin Dells Carries Massive Debt Load

Some how as a community it needs to become ok to talk about the massive ( north of 30 million dollars) debt load influencing Municipal interactions with City of Wisconsin Dells residents and business operators.

We are experiencing late stages related to massive debt burden at the Municipal level.  The way residents and business operators explain this undesired influence is in the following observations:

- Rent too high for business operators to earn a profit

- Diminished  number of various business modals to find work

- In-flexible policy that convolutes Municipal service provision

- More visiting families driving through rather than stopping

We need to become better stewards of our publicly collected money.  Our community is too small and lacks the resources to benefit long term from the practices described as Municipal over reach.  This involves excessive enforcement of unsound ordinances to drive local earned dollars in to a fee based committee hosted grievance loop.

Wisconsin Dells Efforts 2 Increase Business Operators Could Use Help

Some how as a community it needs to become ok to say that despite a huge investment of Municipal resources to reconfigure the roadway in the block along the Police and Fire Departments in the City of Wisconsin Dells- and the implementation of layers of policy that move operators and land lords in to a lengthy committee staffed grievance loop-

Well we just have not added the Business operators so desperately needed to serve the growing population of tourist visitors- more operators capture a larger percentage of the visitor dollars which increases the calculation of the resort tax fund

Recall CDA - Community Development Authority funds can be used to support municipal efforts with start ups.  It may now seem ok to try a different approach to increasing the number of operating Business modals across the City of Wisconsin Dells commercial district.

Wisconsin Dells Processes Elevate Risk on Lender Assessment

Start ups and growing business modals need access to capital - the ability to borrow money.  Please remember Municipal processes informed through policy are neither good or bad- but rather create outcomes that allow us to determine if the desired result is being achieved.

Lenders preform in depth risk assessments with business loan applications.  As the calculation of risk goes up the amount of money available to borrow goes down.  Risk assessments capture unsecure expenses diminishing the borrowers ability to repay the loan.

The City of Wisconsin Dells recently wrote a loan contract of 100 thousand dollars for the purchase of the land and improvements on 321 Broadway Wisconsin Dells.
The Wisconsin Dells Realty listed the land and improvements for sale at a market price of 299, 900.00.  The Bank of Wisconsin Dells participated in the financing and will be the primary lender with the City of Wisconsin Dells following secondary in the prioritized placement for lien reimbursement.  This non-traditional practice is unsustainable. 

The City of Wisconsin Dells lacks the risk reserve resources to write loans that will regain the commercial districts capacity to re-create the delivery of goods and services needed to assure a desired level of commerce.

Wisconsin Dells Opportunity 4 Wage Earners 2 Make More Money

Wisconsin Dells Must Be Mindful of Special Assessment Tax

Voters want an Administration mindful of the impact projects can have on creating added cost in the form of special assessment tax.   This is increasingly important for the City of Wisconsin Dells while having a population of less than 3 thousand residents and experiencing the effect of the National trend where communities are home to a larger percent of elderly people.

Special assessment taxes are levied to fund a specific project that benefits only some of the citizens in the City of Wisconsin Dells.  Parking - more lighting are a couple of examples.  The amount of tax is based upon the benefits received , not on the value of the property owned.

Special assessment taxes are collected in a series of payments - which are spread over a period of years.  When the assessments have been paid in full, the special assessment district is dissolved and the tax is no longer seen on the bill sent from the Municipality.

City Falsely Believes Fining Property Owners 4 Deterioration Eliminates Neighbor Conflicts

Several Wisconsin Dells Community Connections Study submissions identify a disconnect in the idea that fining property owners for deterioration eliminates neighbor conflicts.  The submissions use the example of Senator Rand Paul who resides in an upscale neighborhood.

Senator Rand Paul was at home mowing his lawn when his neighbor assaulted him - breaking 5 ribs and bruising a lung.  The responding officers described the incident as a landscaping dispute.  This example clearly communicates - wealthy or new constructed dwellings upon real estate do not eliminate neighbor conflicts.  As the DOW hits 25k

Citizens are questioning what has driven the City of Wisconsin Dells - while carrying an excessive debt load - to have to now start subsidizing commercial district property- why are the existing businesses fleeing?

Part of the impediment presented to existing business operators is the Municipalities employment of unsound ordinances to generate revenue. Unsound ordinances do not align with Federal and State Legislation. This is short sighted - self serving action with a long term consequence of diminishing the number of businesses in the City of Wisconsin Dells commercial district.

We as a community need to stop compensating our Municipality staff with our limited publicly collected money to create unsound ordinances.  The creation of unsound ordinances causes an increase of requests for public hearings.  With each public hearing process the Municipality charges a generous fee.  This is short sighted - purposeful activity designed to transfer money from the business operator and property owner to the Municipality.

The commercial district in the City of Wisconsin Dells desperately needs a Mayor who will implement Pro- business strategies designed to structure a climate conducive to long term operation.  Louis Kutzke respectively asks for your vote on February 20, 2018 in the primary election and then again on April 3, 2018 in the general election for mayor of the City of Wisconsin Dells.

Meet The Candidate 4 Mayor Kilbourn Public Library

You are invited to the MEET THE CANDIDATE Louis Kutzke for Mayor of the City of Wisconsin Dells session scheduled at the Kilbourn Public Library on January 24, 2018 at 1pm.   Those attending will see the results of the Wisconsin Dells Community Connections Study presented on large white boards.

The desired change and the rationale will be printed out and displayed upon 2 foot by 3 foot white boards for ease of viewing.  For example:

Desired Change- eliminate the appointed position that delivers financial penalties to City of Wisconsin Dells residents for property deterioration.

Rationale- In the State of Wisconsin this activity is regulated by the Real Estate Industry- if the inspector has not attended classes- taken an exam- and listed upon the Registry with an assigned number- the delivery is infringing upon the rights of private property owners.
