Wisconsin Medicaid Reform Less Personal Care More Dementia 2017 Joint Committee Finance Letter

Dear 2017 Wisconsin Joint Committee on Finance

The Federal Administration is working hand and glove to reduce the amount of Medicaid money sent to the State of Wisconsin.  Wisconsin lacks the population (Block Grants-Per Capita Caps) to effectively compete with other States when employing these measures. 

Approximately 120, 000 individuals live in Wisconsin with the undesired symptoms of dementia , and could benefit from personal care services.  Medicaid funded personal care is not a prioritized service. 

Personal care is an optional Medicaid service accessed through Home and Community Based Waivers.  The State of Wisconsin is not mandated to deliver this service.

Today in Wisconsin Medicaid funded personal care service is authorized through Managed Care Organizations.  Managed Care Organizations accommodate Medicaid reform policy by shifting Claims expense and Travel cost on to the Personal Care Provider.  Most Personal Care Providers have discontinued contracts with participating Managed Care Organizations- no plans to return.
