Wisconsin Budget Inpatient vs Community Performed Personal Care

The Wisconsin Budget indicates direct care givers in nursing homes are set to receive a more than 3 times higher increase in the Budget than workers coming in to people's homes.  Recall that the Wisconsin Department of Health Services authorizes the contracted Managed Care Organizations to administer personal care service reimbursed by the Medicaid fund.

This means Medicaid funding pays for the Managed Care Organizations service structure prior to assigning a received wage to the personal care worker.  Managed Care Organizations work hand and glove with County Aging and Disability Resource Centers to coordinate the Medicaid populations needs.

The Federal Legislative Administration is assigning regulatory policy that reduces the money collected and placed in the Medicaid fund.  This is counter intuitive to the theory that medical providers are not contracting to serve the Medicaid population because of low levels of reimbursement.  De-funding Medicaid is not expected to increase medical provider participation which would expand access to care and treatment.

This is less about right or wrong but really more about what will work in your local community as these changes are implemented.  Wisconsin has a rural landscape that can at times separate a person in need -from care provision. 

From a care coordinators stand point we will be operating in a community care recession.   This pushes people in to higher cost medical delivery systems - consuming sparse resources rapidly.  Care and treatment solutions will no longer be clear nor will provision be stable.
