The primary benchmark - a reduction in the collection of tax- is the way this Administration expects to be rated on  performance.  One can look at 3 needs- Health, Transportation, and Education where a similar message is being communicated.

Health:
The insertion of Government between Medical Doctors and the Patient drives up cost.  Reducing Government and getting away from the one size fits all approach to Medical delivery improves care.

Transportation:
The insertion of Government between Roadway Maintenance Organizations and the multi State population of  Users drives up cost.  Reducing Government - and getting away from the one way fits all approach to roads improves the travelers experience.

Education:
The insertion of Government between Educators and Families drives up cost.  Reducing Government - and getting away from the one school choice for all - improves the students experience.

The idea of less Government essentially defunds- removes past money that was being distributed under a Government program.  Wisconsin Legislators are beginning to comprehend this with discussion of the State of Wisconsin Transportation Budget.
