Lawmakers at the Federal level are enacting policy that removes payment for public funded services that help keep people  in their homes longer.  Federal policy seems to influence perceived value.  The removal of public funds for service communicates the administration does not value this type of service.

Understand this is at a time when a larger (baby boomers) percentage of the total population is aging and living longer.  A community care recession is a temporary decline in available public funded services designed to keep the elder safely at home longer.

The top down reformation of the Medicaid fund distribution coupled with decreases to existing Health and Human Services Budget and Housing and Urban Development Budget will decrease delivery at the local level.

Wisconsin is expected to experience change with:

- meals on wheels

- home based personal care

- coordination (wait lines for help)

This will catch many by surprise who have seen these service lines operating for others in the community in the past.  As public funded payment goes away so does the provision of the service.  Coordination will be difficult as provision lessens and efficiency seems absent.

Industry leaders tracking legislation implementation will quickly alter their model of service ahead of the change.  So provision flees ahead of the published State time lines.
