Wisconsin's Connection To Independent Personal Care Assessment

The 2015 Wisconsin budget lists funding for an independent personal care assessment for Medicaid beneficiaries seeking personal care service through the family care upgrade.  Home Care Path is a community partner https://homecarepath-public.sharepoint.com/about-us capable of conducting independent personal care assessments.

The Wisconsin Long Term Care Advisory Council advises the (DHS) Wisconsin Department of Health Services on long term care programmatic delivery.  In 2014 the Wisconsin Department of Health Services issued a request for information to the Wisconsin Long Term Care Advisory Council regarding the increase in the number of  Wisconsin providers certified to be reimbursed for personal care service. 

A data review conducted by the Wisconsin Department of Health Services identified a 36 percent increase in the reimbursable providers delivering  personal care service for Medicaid beneficiaries.
This represents a high level of public money being distributed within local Wisconsin communities.

Utilization of this large amount of public money requires a consistent process of regulating proper distribution.  The Wisconsin Department of Health Services indicated having personal care need being assessed by a completely separate service than the Medicaid certified provider delivering the personal care would support evidence for proper utilization.

The Wisconsin Department of Health Services does not want the provider being reimbursed to perform the personal care- to be the same provider assessing the need for personal care.  Home Care Path is a private entity capable of conducting personal care needs based assessments to bridge this regulatory gap between health insurance plans and personal care providers.

  1. This is a very interesting concept to think about when it comes to finding good in home services. What really is great though is that it sounds like there is a lot of money going into Wisconsin's senior care.
