Value based - outcome rated programming determines future funding.  In the past incarcerated drug users were bumped off the public funded programming as the Department of Corrections became the treating administration.  But with the broad implementation of drug style courts to reduce jail- prison over crowding the user remains in the community without access to medical care.

Our medical delivery system has always been a primary source of service for individuals using illegal drugs.  The prevalence of heroin creates costly medical needs in a much more rapid time line.
