In 2015 there were 33,000 Americans who died of a drug over dose.  The transition to street heroin for opioid drug users has involved sudden death.  There are several factors that make this transition troubling.

Most often a heroin user :
- Injects alone
- Employs previously used injection supplies
- Heroin contains powerful additives

This means some users do not live long enough to reach addiction.  An over dose resulting in death occurs prior to developing an addiction. The risk associated with used supplies exposing the individual to aids and hepatitis seems far out in the future.

Rapid death from a street heroin overdose eliminates the user's criminal efforts needed to support the drug trafficking.  Illegal drug distribution operations must continually find more and more users as their consumers die quickly.

With the heroin epidemic law enforcement is not able to invest time to investigate the crimes occurring to support drug trafficking distribution.  Law enforcement is made busy learning and implementing medical interventions to try to keep the user alive.

The goal of community planning seems to involve the means to prevent users from dying of an over dose.  The undesired activity of this drug (street heroin) occurs rapidly and does not lend the treatment provision the time period alcohol and marijuana has historically allowed.
