Wisconsin Walker Writes President Trump 2 Craft New Medicaid Waiver

Wisconsin's Governor Scott Walker has sent a letter to President Elect Donald Trump.  A big part of this communication is a strategy to give Wisconsin greater control over the delivery of Medicaid reimbursed services.  This is to tighten, constrict the out flow of the Medicaid fund.

The communication identifies section 1115 - to craft a new Federal waiver.  This Federal Approval would facilitate policy requiring the beneficiary to pay cost sharing- as a condition for receiving the service from a Medicaid contracted provider.

The points of reference within the standard will define levels of beneficiary contribution to share the risk as an expectation of eligibility for service.  Risk sharing embeds application of cost share to benefits to influence lifestyle choices.

This is training a large aggregate the idea of value- by adding cost to medical services as a way to share risk.  The connections between service delivery and reimbursed payment is presented to the population by involving them in cost sharing.

Medical service is expensive, Health is valuable.  As a participant in the Medicaid program the consumer shares the risk by contributing money to receive pre-identified medical services.  This rather rapidly separates medical treatment from non-medical -ancillary care.

Policy can be directed to influence underlying cognitive driven behaviors that would be best served by a discipline other than medical.  The full effect would be difficult to predict but certainly the change would be felt and evidenced by analyzing utilization.
