State Wisconsin 2 Regionalize Insurance Delivery 2 Stabilize Rates

The State of Wisconsin in their effort to manage health care cost is posturing as a large payer to structure the delivery of insurance in a way to stabilize rates.  This encourages participating insurance plans to accommodate a regional service area.

Past Legislative Budget Committee's working with the Wisconsin Department of Health Services have designated 4 service regions across the State.  Wisconsin Administrative Groups are working to establish health plans capable of serving one or more of these regions.

The value of the larger regions to the participating health insurance plan is access to both State employed workers and the Medicaid population.  With two or more options in each region the State Administrative Groups can improve the accuracy of utilization audits from health services procured within the region.

By establishing a true cost per region the State hopes to stabilize rates by assigning calculation ranges that produce a known profit margin for the insurance plan participants.  This lends transparency to the payment structure that supports the delivery of medical care across regions.

Digital technology can then track cost and more accurately identify how the fund created through the State workers grouping or Medicaid beneficiaries grouping is distributed within the region.  This is essential to maintain a viable medical operating system within each region.

The fiscal auditors will be expected to effectively communicate the insurance plans margin above the operating expense per regional calculation.  The fiscal auditors will be expected to effectively communicate the medical centers margin above the operating expense per regional calculation.   This is research that constructs the rate of distribution from the managed fund to the insurance and medical providers to keep the community healthy.
