Responsiveness Measure of Quality Wisconsin Family Care IRIS 2.0

As Wisconsin transitions to the Family Care IRIS 2.0 the over sight authority (CMS) will be evaluating responsiveness as a measure of quality.  This will involve provider services for each Integrated Health Agency. 

As delivery embraces a value based model the support for side to side relationships becomes much more important.  The side to side relationships drive the evolution of the contracting process.

If the Integrated Health Agency attracts too many Supportive Care Providers relative to the number of needy Family Care Members - the  Supportive Care Providers down time goes up.

If the Integrated Health Agency attracts too many needy Family Care Members relative to the number of Supportive Care Providers - the Family Care Members wait time for service increases.

The Integrated Health Agency operating in a value based model will experience side to side evaluations aimed at identifying the dynamic that can detract from performance relative to achieving the outcome.

Inconsistency in the measuring of responsiveness is expected to be larger during the period of transition.   How evaluative process will compensate for the expected inconsistency is not yet known.
