The number of Banks in Wisconsin has decreased since 2010.  In 2010 the Dodd-  Frank Wall Street Reform and Consumer Protection Act was implemented.  This was major regulation.

From Dodd-Frank the Financial Stability Over Sight Council was created to closely monitor reserve levels.  Banks needed to demonstrate an adequate level of reserve funds during operation.  To effectively comply with the newly implemented regulations banks experienced an unexpected time and labor expense.
