Trumps 1st Executive Order Invites Fee 4 Service Care Coordinators

President Trump has signed his first executive order to contain the Affordable Care Act.  Simply facilitating activity to minimize federal interference with an individual States health system structure. 

The executive order encourages individual States to secure federal waivers that effectively manage the delivery of public funded medical care.  Expect to see States strengthen the definitions of benefits which determines eligibility.  The type of available service (medical care) will narrow to include only medical necessity. 

This tightens access by serving those with assessed medical needs and moving individuals with less severe health symptoms to private pay- private provision. This will effectively disrupt local delivery models- leaving families searching for suitable solutions.

An example would be an 82 year old female sells her home and moves in to an apartment in a residential senior living center.  Despite offering access to  supportive services she is really quite independent and does well for 3 years- until she is completely out of money.  The woman is eligible for Medicaid but social  workers at the residential senior living center cannot find a way for her to stay.

In this example the elder, the family, and the senior living center provider need rather urgent help.  A senior living center that participates in activity that increases the homeless rate in a community will struggle and close.

Wisconsin communities can expect to see care coordinators who for an hourly fee will assist families with needs related to caring for an elder.   This is directly related to the sense of urgency that can accompany many of the experiences an elder will encounter with the changes implemented in the structure of health care delivery.
