ACT 55 Family Care Change

Wisconsin 2015 State Budget ACT 55- Department of Health Services (DHS) implements changes to the Family Care and IRIS Programs.  The IRIS population will transition to new Family Care program.

Implementation regulates provision of long term- acute- and primary care services through regional, Integrated Health Agencies (IHA's) which will replace the existing Managed Care Organizations (MCO's).

Wisconsin's Office of the Commissioner of Insurance considers Integrated Health Agencies (IHA's) to be doing the business of insurance and there fore State Insurance requires all Integrated Health Agencies to be licensed insurers.

The Department of Health Services (DHS) by April 2016 will seek Legislative approval and submit to the Centers for Medicare and Medicaid (CMS) for a Federal waiver.   Care Coordinators will encounter increased challenges as the implementation of this change continues.
