Wisconsin Budget Legislated Long Term Care Integrating Agent

Data analysis indicates hospital inpatient care is a high cost consumer of (Medicare- Medicaid) public collected medical funds.  Slowing the out flow of Medicare- Medicaid money efforts involve reducing hospital readmission rates.

Functional status (activities of daily living) is being recognized as the best marker to determine the risk for a hospital readmission.  Lawmakers have been informed of the importance of integrating long term care with acute inpatient medical treatment providers.

Wisconsin is employing the 2015 budget process to legislate the integration of long term care and acute medical treatment.  The new Wisconsin Family Care Program aggregates the long term care population of users while expanding State wide service. 

This is public policy integrating service delivery by regulating reimbursement which forges a model of merged administration.  Lawmakers have proposed policy to integrate administration of acute and long term care.  This fosters integration of delivery with sustainability as the core purpose for the activity.

Merging payment to regulate the union of two separately delivered health services broadens inpatient practice to include an understanding of how activities of daily living are completed in the home.  Lawmakers are encouraging inpatient providers to leverage technology and collaborate with community providers to better understand how things occur at home.

Lawmakers are enacting regulations to place the participants in a homogeneous (New Family Care Program) vessel.  The expectation is a measurable monetary savings secondary to the evolution of collaboration and detailed coordination.  This is effort to implement stronger exactness to a service allocation process.
