Repeal is Way 2 Change Wisconsin Dells Council Rules

Repealing a Municipal ordinance or resolution is typically to take back.  Repealing to revoke a Municipal level rule eliminates the rule altogether.  This is more efficient than amending - which would add the change but keep a portion of the rule in place.

Recall that a resolution is a declaration (rule) concerning a subject not controlled by an ordinance.  Resolutions are some what easier to make and easier to repeal than an ordinance.  The City of Wisconsin Dells Clerk and staff should record all the decisions made and maintain a record of those decisions.

Enacting a Municipal ordinance requires a motion and second to adopt and an affirmative vote of a majority of all members of the City of Wisconsin Dells Council - not just those present at the meeting.  This can involve the roll call vote.  The City of Wisconsin Dells Clerk to finalize must wait the 2 weeks before assigning the number of record, and the enacting.

Motions are just a Council member making a proposal to take an action- for the governing body to decide upon.  A simple example would be a proposal of express repeal to revoke a rule that defines a property owners ability to post information or advertising in the interior window of store fronts.

All Municipal level resolutions and ordinances are created and recorded with the intention of facilitating future Council activity that will change the rules to best meet the residents needs at the time.
