Wisconsin Governor Walker Prepared For Delay With Federal Exchanges

On Thursday November 14, 2013 President Barack Obama announced the Health Insurance Companies could, at their discretion and with permission from State Insurance Commissioners, keep policies that had been scheduled for elimination for not meeting (ACA) Affordable Care Act standards.

Within minutes Wisconsin Governor Walker said he would delay for 3 months his plan to move 77, 500 Wisconsin residents out of State health programs and in to the online Federal Insurance Exchange.  Demonstrating a powerful response that immediately establishes relied on coverage for Wisconsin's needing population.  

Representative Joan Ballweg explained the State budget included provisions to continue Badgercare and (HIRSP) Health Insurance Risk Sharing Plan eligibility at current levels if Wisconsin experiences a delay in the implementation of the Federal Health Program. 

Governor Scott Walker will call lawmakers for a special legislative session in early December to pass the change to keep those 77,500 Wisconsin citizens from losing State Badgercare Plus coverage in January before the Federal Insurance Program is equipped to serve them.

Governor Walker will include a legislative proposal that would allow (HIRSP) Health Insurance Risk Sharing Plan to extend coverage for an additional 90 days.  This would not require HIRSP members to stay with the plan but if it is working, they could be served till March 31, 2014.   This demonstrates Governor Walker endorsing a broader range of options than the exchange currently makes available.

Some areas in the State of Wisconsin can benefit from an increase in the number of available coverage options.  Governor Walker has a proven history of working well with the Wisconsin Insurance Industry.  It is likely that the health insurance industry would continue existing plans with Governor Walkers encouragement.  Certainly we must applaud Governor Walkers fast, effective response to a very real problem facing many Wisconsin residents.   Home Care Path encourages readers to follow this issue as it unfolds in the coming months.
