Watch For Premier Resort Tax Shift Wisconsin Dells High School

With ground being cleared at the site of the new Wisconsin Dells High School readers are invited to watch for the Premier Resort Tax Shift.  Regulations that define the Premier Resort Tax make it difficult to assign money directly to the Wisconsin Dells High School project.

The Premier Resort Tax shift is a common pattern that moves money collected for the Premier Resort Tax Fund over to the Wisconsin Dells High School project.  The pattern is quite simplistic:

Money from the collected Resort Tax Fund is given to a local business operator - which is followed by a family member donating money to the Wisconsin Dells High School.

Watch for a sizable donation to come over from the family member of a  business operator who has benefitted from the Premier Resort Tax distribution.   This occurs on a fairly regular basis.

The Wisconsin Dells area must import their labor from out of the Country which creates a higher per employee cost.  This contributes to the higher than normal rate of lease failures across the Wisconsin Dells area.  This means many of the business modals being advertised may not even be operational.  Non-local convention organizers will need to know this information to properly serve a large group that is considering the Wisconsin Dells option for their gathering.

Extreme weather plays a role in the availability of  todays Wisconsin Dells business modals.  Flooding interferes with boat and duck attractions.  Lightening and straight line winds interfere with golf outings.  Severe summer heat requires County organized cooling stations.   Rain can interfere with the delivery of outdoor entertainment.  Non-local convention organizers will need to know amenity options when weather interferes to properly serve a large group that is considering the Wisconsin Dells option as a location  for their gathering.

Wisconsin Dells Convention Hosting Stage II - Weather Disrupts Commerce

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This hefty investment is expected to attract a huge new population of shared customers in to the Wisconsin Dells area.

The Wisconsin Dells area is a small rural community where summer tourism has traditionally been the primary source of revenue.  Many of the amusement modals consist of outdoor attractions and water rides.  Changes in weather have required the operators of outdoor attractions to deliver their service weather permitting.

Snow is forecast for the Wisconsin Dells area this weekend.  Flooding on the Wisconsin River has blocked the work required to place the commercial docks needed for operation.  Strong wind and lightening with summer storms keep visitors off the golf courses.  Severe heat requires County Government to establish cooling centers for summer visitors.

Many of the local hotel operators contract with the Kalahari Resort to facilitate the ability of their over night guests to use the amusements - all of which are indoors.  This is a community adapting to the severe weather driven changes that disrupt local commerce.

Some of the space in the Wisconsin Dells area is scheduled to host outdoor entertainment - which will be difficult with the forecast for snow.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - Kalahari Gets 10 Million Dollars

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet ) capable of serving large regional - national groups.  It is extremely unusual for a mature business to need this huge gift of monetary support from the local community.  Typically a business of this size and age would have retained the revenue through operation to expand their service.

For a small rural Wisconsin community administration to agree to give a private business operator 10 million dollars of public money- it leaves a palpable sense of unease among the residents.  Pictured are the large trucks that accompany events in a convention space that need room to park.  Some residents are suggesting this public money could have been invested in the new high school, or a library, or a public pool.

Many residents are hoping the 10 million dollar gift to the operators of the Kalahari Resort and Convention Center will be the last public money this business is given.  Simply is this a once and for all gift of money and the family operation is now off to sink or swim.

The hope is that this larger convention center will attract a new population of shared customers in to the Wisconsin Dells area.  The one certainty is that this unusual gift is being monitored to determine the quality of the outcome.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - Collaboration Between Village and City

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  Receiving a return on the hefty investments of public money through the Village of Lake Delton is dependent upon collaboration.  This is collaboration between the Village of Lake Delton and the City of Wisconsin Dells who serve a shared customer population.

As we enter into Stage II of the convention hosting industry it will be important to monitor the measures of quality associated with the 5 simple variables.

1. Social - we are a community of global travelers who present different needs.  Recall the recent murder of Tetiana Huzhva by Fuad Pashayev and the leaving behind of a 2 year old daughter.  This family was made up of individuals temporarily staying in the area through the Federal J1VISA Program.

2. Technological - We need to be a part of the coming 5G fifth generation wireless implementation

3. Economic - Our business modals are being upgraded through the support of local public funds.  This is making us more dependent upon the Federal J1VISA Program.  The area has never been more interdependent.

4. Environmental - the area is experiencing more and more episodes of extreme weather , flooding, straight line winds, which disrupt the delivery of our summer outdoor business modals.

5. Political - Understanding how the community can grow locally despite more pronounced divisions across the political landscape.

A positive outcome from the many monetary investments being made through the Village of Lake Delton will depend upon crafting a shared vision for the future.  With the erosion of local control by the authority of the State of Wisconsin the Village of Lake Delton and the City of Wisconsin Dells will benefit most from a stronger approach to collaborating.  Sharing resources, sharing rewards.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - Benefitting Tourism

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups. This is expected to attract a whole new population of shared customers in to the Wisconsin Dells area.

These hefty investments from such a small rural community can be perceived as evidence of the Wisconsin Dells community utilizing vacationer revenue to improve future experiences for visitors.  This helps the vacationing consumers understand where the money goes when they pay for a stay in the Wisconsin Dells area.

The Village of Lake Delton is providing financial incentives for property owners who build housing for temporary work staff on their land.  This is primarily housing for the J1VISA Program population that comes in to the area to work for about 90 days.  Vacationing consumers soon discover the employees to staff the Wisconsin Dells area business modals must be imported from outside the Country.  Vacationing consumers pay for the J1VISA Program workers travel and housing.

The Village of Lake Delton is providing financial incentives for franchise hotel operators who locate in the Wisconsin Dells area.  Village of Lake Delton administration places a higher value on franchise hotels.  Vacationing consumers pay for the ongoing effort to place more franchise hotels in the Wisconsin Dells area.

The Village of Lake Delton has authorized funding for a new law enforcement building to be constructed on Alcan and Miller - which is closer to the new convention center.  With the increase in visitors coming to the new convention center the area will need a stronger law enforcement presence.  More people to serve means more public service.  Vacationing consumers create the revenue area residents require to bolster public services to better meet the rising need.

Today's vacationing consumers want to know where the money they are paying goes.  This is a huge investment of public resources aimed at benefitting future vacationing tourist populations visiting the Wisconsin Dells area. The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - Fastening Public Interventions

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This is expected to attract a huge new population of shared customers in to the Wisconsin Dells area.  This creates a large need for additional individual workers from the J1VISA Program.

The Wisconsin Dells area is completely dependent upon more and more J1VISA Program workers to staff local business operations.  The Village of Lake Delton is providing financial incentives for property owners who construct housing for temporary J1VISA Program workers on their land.  This housing must be built and maintained by collecting a high percentage of the J1VISA Program workers wage.  The need for additional housing for temporary work staff is fastened to the public intervention of funding the new convention center.

The Kalahari Resort convention center is so large they lack the hotel rooms to properly serve the group members needing over night stays.  The Village of Lake Delton is providing financial incentives for franchise hotel operators to locate in the Wisconsin Dells area.  The operator of the La Quinta Del Sol Hotel has been gifted 1.8 million dollars from the Village of Lake Delton to locate along the Wisconsin Dells Parkway.  The need for additional franchise hotel operations is fastened to the public intervention of funding the new convention center.

The Kalahari Resort convention center is expected to attract large groups - residents are comparing this to the past annual gatherings of the World Wide Church of God.  With more people coming in to the area - their is a stronger need for law enforcement.  The Village of Lake Delton is constructing a new law enforcement building along Miller and Alcan which will be closer to the convention center.  The need for additional law enforcement staff is fastened to the public intervention of funding the new convention center.

Alcan Drive runs along the chosen location of the new La Quinta Del Sol franchise hotel and the new law enforcement building site.  The Village of Lake Delton has authorized the funding of the replacement of Alcan Drive.  This will facilitate a roadway to serve the guests that will stay at the new La Quinta Del Sol Hotel and the staff and visitors using the new law enforcement building.  The need for the replacement of Alcan Drive is fastened to the public intervention of funding the new convention center.

This is public resources being invested in private enterprise to grow the local economy.  Tracking the development of these publicly funded initiatives will be instrumental in the expense calculation utilized to properly price the convention center space.  Simply - the price a group will pay to hold their gathering in the Kalahari Resort Convention Center is directly related to the cost of performing these public interventions.  The Kalahari Resort convention center is expected to become operational in the final quarter of 2019.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - Construction Fires

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  The Village of Lake Delton is providing financial incentives for franchise hotel operators to locate in the Wisconsin Dells area. The Village of Lake Delton is giving financial incentives to property owners who construct housing for temporary work staff on their property.  The Village of Lake Delton has approved financing to construct a law enforcement building in Miller and Alcan which will be closer to the new convention center.

All this construction will involve an increased need for security.  Recall the partially constructed dorm building burning to the ground on Adams Street - the Wilderness Resort property.  This brought the ATF and Insurance investigators in to the area.

Now on April 10, 2019 a partially constructed two story apartment building at 85C Grand Canyon Drive burned to the ground.  Initial estimates calculate the loss at 1.5 million dollars.  These fires present a risk to those in the surrounding area.

With all the construction projects at various stages in the Wisconsin Dells area expect to see a stronger implementation of security interventions.   Insurance organizations require this in areas deemed high risk.  Construction projects in the Wisconsin Dells area seem to carry a higher than normal risk of loss due to fire.

Establishing security at the very beginning of a construction project will be the norm.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - Boaters Flooded Out

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This is expected to attract a whole new population of shared customers in to the Wisconsin Dells area.

Some convention attendees will take the opportunity to bring their family along for a vacation.  This can include families with motorized boats on trailers.  The upper Wisconsin Dells River is known for the beautiful rock formations often enjoyed by visiting boating families.

In Wisconsin Dells boating families access the upper Wisconsin Dells River by putting in at the public boat launch on River Road.   Boaters then travel the slough and must go through a tunnel that serves as a bridge for Illinois Avenue.  This tunnel is often flooded out making it impossible for boating families launching on the River Road public landing to get in to the Upper Wisconsin Dells River.  The flooded out tunnel is pictured.

Way beyond an inconvenience , boating families have actually paid the launch fee, placed the boat in the water and traveled toward the tunnel - only to discover the boat will not fit to go out on to the Upper Wisconsin Dells River.

This makes it easy for the visiting population to realize the River Road public landing would not be an access in times of flooding for local emergency water rescue should the need on the Upper Wisconsin Dells River arise.   Local emergency water rescue must travel further up on the Wisconsin River to find a place to launch their boats and equipment.

The Wisconsin Dells Conventions HUB Stage II is an online site providing more detailed information about the Wisconsin Dells area to the visiting population.  Visiting families find this beneficial and it allows them the opportunity to arrange to participate in alternative available activities with flooding in the area.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II Long Term Plan

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  The Village of Lake Delton is providing financial incentives for franchise hotel operators to locate in the Wisconsin Dells area.  The Village of Lake Delton is providing financial incentives to property owners who build housing for temporary work staff on their land.

The long term plan will be for the large new Kalahari Resort convention center to contract with the new franchise hotel operators to serve the over flow of guests.  The long term plan will be for the Village of Lake Delton to redo chapter 35 the tourist lodging municipal code to better support the franchise hotel operators.  The long term plan will be for the Village of Lake Delton to present stronger promotional data packets to potential J1VISA Program participants looking for a work experience.

Wisconsin Dells Convention Hosting Stage II - Road Construction Commercial District

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  The community is hoping the new convention center can be operational within the last quarter of 2019.  This is expected to attract a huge new population of shared customers in to the Wisconsin Dells area.

In the Wisconsin Dells area non- residents aggressively consume municipal services.  Wisconsin uses State income and sales tax to provide aid to the Wisconsin Dells area municipalities.  Wisconsin Dells area municipalities have formed a greater reliance upon property tax due to stagnant State aid revenue.  State of Wisconsin law makers have allowed municipalities in the Wisconsin Dells area to charge an additional sales tax called the premier resort tax.

With State aid payments to municipalities being stagnant and municipalities now under tight State imposed caps on property taxes - road construction projects are occurring primarily in the commercial district.  Much of the commercial district known as down town Wisconsin Dells will be blocked off from motorist travel while road construction is being performed.

This is difficult on independent business operators who survive on the summer tourist revenue.  The bulk of down town Wisconsin Dells business operators close for the Winter known as the off season.  A summer of limited revenue due to blocked roads with construction will result in some business operators leaving the down town Wisconsin Dells commercial district never to return.

This is expected to benefit nearby historic down town Baraboo where traveling vacationers can participate in a family friendly down town retail shopping experience.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This is expected to attract a huge new population of shared customers in to the Wisconsin Dells area.

The Wisconsin Dells Convention Hosting Stage II staff have been awarded a copyright titled - Place Making Process - Connecting Commercial Clusters.  This is an original modal that will be employed to promote Historic Down Town Baraboo to the huge new population of visitors coming for events scheduled at the Kalahari Resort Convention Center.

While still under construction - the community is hoping the new Kalahari Resort Convention Center will be operational within the last quarter of 2019.  An area specific online convention hosting industry site is being developed to support the work of non-local convention organizers and individual group members considering the Wisconsin Dells location.  This site is being called Wisconsin Dells Convention HUB Stage II and includes a Facebook page with free access.

Wisconsin Dells Convention Hosting Stage II - Local Marketing Principle

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet ) capable of serving large regional - national groups.  This is expected to attract a whole new population of shared customers in to the Wisconsin Dells area.

The Wisconsin Dells area lacks the available hotel rooms to meet the needs of larger groups renting space in the new Kalahari Resort Convention Center.   The Village of Lake Delton to compensate - is providing financial incentives to franchise hotel operators who locate in the Wisconsin Dells area.

The Wisconsin Dells area lacks the population to staff the new convention center and the many franchise hotel operations being brought in to the area.  To compensate the Village of Lake Delton is providing financial incentives to property owners who construct housing for temporary staff on their land.  The housing is designed to serve individuals coming temporarily to work in the Wisconsin Dells area through the J1VISA Program.

The typical J1VISA Program worker stay in Wisconsin Dells is 90 days and there is 30 days allowed for travel time. The Village of Lake Delton has given 750 thousand dollars per building to Noah's Ark for the construction of 2 buildings to house J1VISA Program workers -for a total investment of 1.5 million dollars. .  This huge investment of public resources through the Village of Lake Delton demonstrates the J1VISA Program workers are being categorized as a visitor population served by the area.

The Wisconsin Dells community is overly dependent upon higher and higher numbers of J1VISA Program workers to economically function.  This means the local marketing principle has split and now requires promotional efforts designed to attract both visiting families and J1VISA Program workers.

Simply with the entry in to the Wisconsin Dells Convention Hosting Stage II the standard approach to marketing has changed to focus on two aggregate categories rather than the traditional one.  Local principle marketing in the Wisconsin Dells area must now communicate on varied media levels to attract :

1. Visiting families as tourists and convention attendees on vacation

2. J1VISA Program individuals on a beneficial work experience

The need for J1VISA Program workers has increased to require local marketing principles to design communication that attracts ever higher numbers in to the Wisconsin Dells area.  Expect to see stronger marketing aimed at J1VISA Program workers promoting the Wisconsin Dells area as a fun, festive , location to travel in to for a work experience.   The J1VISA Program workers carry a weight that applies to importance very near that of the families coming in to the Wisconsin Dells area for a vacation.

Wisconsin Dells Convention Hosting Stage II - Hotel Occupancy Dip

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This is expected to bring a huge new population of shared customers in to the Wisconsin Dells area.

The Wisconsin Dells area lacks adequate hotel rooms to properly serve this huge new population of shared customers coming to attend scheduled conventions.  The Village of Lake Delton is providing financial incentives for franchise hotel operators who locate in the Wisconsin Dells area.  The La Quinta Del Sol Franchise Hotel received 1.8 million dollars from the Village of Lake Delton to locate along the Wisconsin Dells Parkway.

This challenges the Kalahari Resort Convention Center to be functioning at the higher end of capacity.  The Kalahari Resort Convention Center must be consistently providing space for huge groups to assure the new franchise hotel locations can maintain a profitable operation.  Tracking and recording the new franchise hotel operations occupancy provides the data needed to demonstrate the convention center is functioning at the higher capacity level.

A dip in franchise hotel occupancy in the Wisconsin Dells area implies the Kalahari Resort Convention Center is functioning below the desired capacity.  The tracking and recording of these data points will be central to the Village of Lake Delton demonstrating evidence that these hefty investments can produce a return.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - No Staff Big Problem

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups. This is expected to attract large groups - residents are comparing it to the annual visitations of the past by the World Wide Church of God Gatherings in the Wisconsin Dells area.

The Wisconsin Dells area has no where near the population it will take to staff this new convention center.  The Village of Lake Delton is providing financial incentives to property owners who build housing for temporary staff on their land.  These buildings supported by public resources are to house J1VISA Program staff who travel from out of the Country - in to the Wisconsin Dells area to work typically for about 3 months.

Competition in the Wisconsin Dells area during the summer season is extremely high for the J1VISA Program workers - there is just not enough to cover all the vacant positions.  This high cost of labor is a primary factor in the Wisconsin Dells area's huge lease failure rate.

The reason for tracking and recording data related to the operation of the new convention center has to do with the staffing variable.  Simply, what are the numbers of conventions turned away from the Kalahari Resort Convention Center facility due to the staffing deficit.  This is important given the huge investment of public resources by the Village of Lake Delton.

This data collection speaks to quality and functionality.  Without adequate staff the convention center - despite having the space to serve larger venues - may at times be required to turn them away due to lack of staff.   To maintain the quality of the convention experience the convention facility must not attempt to serve a group they lack the staff to properly accommodate.

When the convention facility is not serving larger groups due to staffing- the functionality related to capacity indicates the facility is performing below the desired standard.  This is a significant data track because the Village of Lake Delton is providing financial incentives for franchise hotel operators to locate in the area.  These franchise hotel operators being brought in to the area with the investment of public resources - are dependent upon the new convention center functioning at the high end of capacity to fill their vacant hotel rooms.

This at first will seem a bit intrusive - knowing that the staffing levels at the new Kalahari Resort Convention Center are being monitored.   It can prove helpful to understand the data is being utilized to assure higher numbered groups are being scheduled , properly served, and returning to the new convention facility.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II - J1VISA Program Murder

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  The Wisconsin Dells area lacks the hotel rooms to deliver the over night stays needed to properly serve this huge new Convention population.

The Village of Lake Delton is providing financial incentives for franchise hotel operators who locate in the Wisconsin Dells area.  The Wisconsin Dells area lacks the population needed to staff the new convention center and the increased number of franchise hotels accepting financial incentives to locate in the area.

The Village of Lake Delton is providing financial incentives for property owners who build housing for temporary work staff on their property.  These buildings are being constructed as housing for individuals coming to the area through the J1VISA Program.  The Wisconsin Dells area is completely dependent upon adequate numbers of J1VISA Program workers coming to staff the local business modals.

The Village of Lake Delton is providing public resources to private business to increase the number of visitors coming in to the Wisconsin Dells area.  The more people that come in to the area the more J1VISA Program staff required to properly serve them.  The more people you have in an area the more you need public service.

On March 30, 2019 at 322 Washington Avenue, Wisconsin Dells, WI 53965 J1VISA Program participant Fuad Pashayev stabbed  J1VISA Program participant Tetiana Huzhva to death.  Wisconsin Dells Police on Thursday April 4, 2019 while performing a welfare check discovered the dead body of Tetiana Huzhva.  Fuad Pashayev has been arrested and charged with first degree intentional homicide. There is a 2 year old daughter involved.

Tetiana Huzhva and her 2 year old daughter Sabina have family in Ukraine.  Transportation must now be coordinated to return Tetiana Huzhva's body and return the granddaughter Sabina to anxious family.  The Family of Fuad Pashayev now have a son set to spend the rest of his life in the United States prison system.  This situation has alerted the community to the huge number of essential tasks that fall completely outside of a police officers role.

Wisconsin Dells residents are suggesting the need for a culturally competent mental and social health employee to work with the police departments across the area.  This position would be a direct hire and work out of space in the new law enforcement location.  The employee would work side by side law enforcement.

The entire Wisconsin Dells area is grieving the loss of human life - and questioning how we can act to help prevent such an undesired situation from occurring again.  The community is praying sincerely for all involved.  Wisconsin Dells has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II Replace Alcan Drive

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This huge investment by such a small community demonstrates the level of commitment to the success of the Kalahari Resort Convention Center.  The new convention center is expected to attract a huge new population of shared customers in to the Wisconsin Dells area.

The size of the new population of visitors is expected to exceed the number of rooms available for over night stays in the Wisconsin Dells area.  The Village of Lake Delton has given 1.8 million dollars to a La Quinta Del Sol Hotel operator to locate along the Wisconsin Dells Parkway.  The Village of Lake Delton is providing financial incentives to franchise hotel operators who locate in the Wisconsin Dells area.  Alcan Drive runs along the back side of the La Quinta Del Sol Hotel construction site.

With the growing population of visitors which will be accompanied by additional J1VISA Program staff coming for a temporary stay - the Village of Lake Delton is clearing land for a law enforcement building along Alcan Drive and Miller Drive.   Alcan Drive drive runs along the back side of the property being cleared for the law enforcement building.

Wisconsin Dells Convention Hosting Stage II Replacement Factor

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This is expected to attract a large new population of shared customers in to the Wisconsin Dells area.  An investment this large for such a small community indicates the commitment toward the success of the Kalahari Resort Convention Center.  This is a top down series of interventions aimed at growing the local economy.  Growth follows resources.

Resources are being provided through the Village of Lake Delton to replace traditional hotel modals with franchise hotel operations.  Resources are being provided through the Village of Lake Delton to replace traditional seasonal staff housing with newly constructed dorm room style housing.  Resources are being provided through the Village of Lake Delton to replace the police department location with a new law enforcement building.  Resources are being provided through the Village of Lake Delton to replace Alcan Drive along the rear of the La Quinta Del Sol Hotel project and the next law enforcement building location.

The investment of these resources can be viewed as additional support for the success of the Kalahari Resort Convention Center.  The Kalahari Resort Convention Center is the producer - expected to attract large populations like the Wisconsin Dells area used to experience annually with the World Wide Church of God Gatherings.

These changes are being called Stage II of the Convention Hosting Industry in the Wisconsin Dells Area.  This change is presently in the pre- buy in time period - meaning the local population has not yet agreed to the change and is not yet taking action to support the top down efforts.  Some may actually be denying it is taking place.

It will seem beneficial to allow the local population some extra room to voice their opinions and ideas without affecting the long standing relationship.  Everyone adapts to change in their own way and on their own schedule- and that should be ok.  Acknowledging these changes and talking about how the change is effecting individuals should not only be expected - but also seen as a normal part of adapting to the top down driven changes.

Wisconsin Dells Conventions Hosting Stage II is one of the digital assets being developed to support the success of the Kalahari Resort Convention Center.   The expectation is a stronger local economy through a diverse implementation of digital advertising promotions aimed at improving both the convention organizer's work and the individual attendee's scheduled stay in the Wisconsin Dells area.  This is at its roots place making activity - delivered through variations of devices utilized by the visiting population.  Community building across digital channels.

Wisconsin Dells Convention Hosting Stage II The Big Story

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This effort is expected to attract a huge new population of shared customers in to the Wisconsin Dells Area.

The Village of Lake Delton is providing financial incentives to property owners who construct housing for temporary staff on their land.  This is because the Wisconsin Dells area does not have anywhere near the number of workers needed to staff the business modals.  The Wisconsin Dells area is completely dependent upon the J1VISA Program to deliver the labor needed to maintain operation.

The Village of Lake Delton is providing financial incentives for franchise hotel operators who locate in the Wisconsin Dells area.  The Village of Lake Delton has given 1.8 million dollars to the operator of a La Quinta Del Sol Hotel franchise to locate on the land near Scott Drive along the bridge over Dell Creek.  The additional hotel rooms are needed to demonstrate adequate space is available for over nights stays with the huge convention center attracting more and more people.

The Village of Lake Delton is clearing land along Miller and Alcan for a building that will place law enforcement closer to the huge new convention center.  As the visitor population increases so does the number of J1VISA Program workers - which means a greater need for law enforcement.  Managing a larger population requires more public services.

This is being called stage II of the convention hosting industry in the Wisconsin Dells area.  The big story is the top down effort at the local level to create economical growth.  This involves an attempt to re-populate the traditional commercial areas along the Wisconsin Dells Parkway with active business modals.

Wisconsin Dells Convention Hosting Stage II Build Seasonal Housing

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups. The Village of Lake Delton is providing financial incentives for property owners who construct temporary housing on their land.

Noah's Ark has been given 750 thousand dollars for each individual building being constructed to house seasonal workers.  The two buildings will use 1.5 million dollars of public resources to begin construction.  The new project is expected to house 400 to 600 over night staff.  The plan includes a convenience store and onsite office space.

Noah's Ark is a well known outdoor water park that operates from Memorial day thru Labor day each year.  The Wisconsin Dells area is strongly dependent upon the J1VISA Program to staff their varied business modals.  This brings individuals from outside of the United States in to the Wisconsin Dells area to work.

A percentage of each of the J1VISA Program workers wage will contribute to the building and maintaining of these new seasonal housing construction projects.  These new housing projects must be populated to pay for the construction and maintenance.

To help assure the new housing being constructed is populated- expect to see stronger enforcement of ambiguous housing regulations crafted at the local level.  Property that for the longest time operated as a summer rental may be deemed unsafe for human occupancy - this reduces housing options.  Individuals staying for the summer to work will be encouraged to rent space in one of the new buildings being constructed.

The Wisconsin Dells area has entered stage II of the convention hosting industry.  The competition for seasonal labor is expected to increase with the change being created through these large investments of public money.

Wisconsin Dells Convention Hosting Stage II Move Toward Baraboo

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This huge investment of public resources is expected to attract a whole new population of shared customers in to the Wisconsin Dells area.

The Kalahari Resort Convention Center rests on a parcel of land close to Baraboo - between a small residential neighborhood and the interstate.  One family with plans to stay there for summer of 2019 vacation explained their reasons for going toward historic down town Baraboo - rather than the down town Wisconsin Dells area.

- Taking the back way from Kalahari Drive to Bunker Drive and down County Trunk A we find historic down town Baraboo to be closer than Wisconsin Dells down town - so less of a drive

- Historic down town Baraboo does not have the parking meters that down town Wisconsin Dells has - which charge one dollar per hour with collections agencies that follow you home.

- Historic down town Baraboo shops do not charge the aggressive extra 1.25 percent tax on each individual purchase like they do in down town Wisconsin Dells

- Historic down town Baraboo will not have road construction this summer like they will have in down town Wisconsin Dells which causes the longer - frustrating waits in traffic

The family explained how the kids found a secret passage off the Baraboo square near the Al. Ringling Theatre that delivers you to the rear in the alley.  The picture shows the secret passage the kids were describing.   The Mourning Hour is one of the movies that have been filmed at the Al Ringling Theatre in Baraboo.

The Wisconsin Dells area has entered stage II of the convention hosting industry.  This involves the Village of Lake Delton giving the Kalahari Resort 10 million public collected dollars to build a convention center.  The Village of  Lake Delton is giving financial incentives to franchise hotel operators who locate in the Wisconsin Dells area. The Village of Lake Delton is giving financial incentives to property owners who build housing for temporary work staff on their property.  The Village of Lake Delton is clearing land closer to the convention center for a law enforcement building.  It appears historic down town Baraboo will benefit from this top down effort to grow the local economy as well.

Wisconsin Dells Convention Hosting Stage II Woman Found Dead

Wisconsin Dells Convention Hosting Stage II Deer Data

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet ) capable of serving large regional - national groups.  The Kalahari Resort is located on property between a small residential neighborhood and the interstate.

This area was agriculture farm land and populated with wild deer.  Resort projects tend to purchase outlying rough land which is less expensive than the property along the parkway.  The deer can be seen grazing in the open fields toward the rear of the convention center construction project.

The (CWD) Chronic Wasting Disease - Deer and Predator Project began about 3 years ago.  About 200 deer are captured and collared each winter.  Along with this - coyotes and bobcats are captured and collared as well.  The goal is to track the animals and determine a cause of death.

Deer and coyotes seem to thrive in rough land areas where the human population increases.  This makes it possible for motorists traveling the roadways along the resort property to spot a deer or coyote wearing a collar.  The collar transmits data regarding the animals movement to a receiver.

Despite wearing a collar and being in close proximity to a resort area - the animals are wild and should not be approached.  The concern is physical harm or transmission of disease to the human.

The Wisconsin Dells area has entered stage II of the convention hosting industry.  Readers are invited to watch for future findings of the CWD- Deer and Predator Project being published.

Wisconsin Dells Convention Hosting Stage II Research Team

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This is an add on to the original resort plan.  This is expected to attract a huge new population of shared customers in to the Wisconsin Dells area.

This research team is employing the place making process - connecting commercial clusters to decrease amusement burden within the Kalahari Resort where the new convention center is being constructed.  The convention center is expected to become operational in the last quarter of 2019.

This involves the implementation of a resource called an area specific online convention hosting industry site.  The Wisconsin Dells Conventions HUB Stage II is an online site that will support the distribution of information published to improve the professionalism of the convention organizer and the over all experience of the convention attendee.

Embedded in the value added process will be information that promotes a visit to the historic down town Baraboo square during their scheduled convention stay.  This populates the historic down town Baraboo square with new visitors who can witness first hand how residents work, play, have fun, and profit while living in Sauk County.  This is place making- a proven community building use of resources necessary for the long term success of a geographical area.

The data collection area is a fixed location described as 3 concrete lanes that border the triangular land mass the statue rests upon in the historic down town Baraboo square.  The research team counts each individual person walking upon one of the 3 concrete lanes during a defined period of time.  This is an example that will be used for a baseline:

Wednesday April 3, 2019 for a one hour time period from 11:46am to 12:46 pm the research team recorded the presence of 23 people and one dog.  This is performed prior to the completion of the new Kalahari Resort Convention Center.   This will be a calculation used in comparison to data collected once the convention center becomes operational.

A positive impact would be indicated with an increase in the number of people in the fixed location after the convention center becomes operational.  This is a digital form of promotion that facilitates local solutions within emerging opportunities to foster a mutually beneficial outcome.

The Wisconsin Dells area has entered Stage II of the convention hosting industry.  This is a top down effort designed to employ public resources to support private business for the purpose of growing the local economy.

Wisconsin Dells Convention Hosting Stage II Shoreline Living

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  The hope is the convention center will attract a large new population of shared customers in to the Wisconsin Dells area.

Lake Delton is about 267 acres of fresh water located in the heart of the Wisconsin Dells area.  The shoreline was traditionally populated with residential dwellings.  Many of the dwellings along the Lake Delton shoreline serve as a primary residence today.  Commercial seasonal business modals have also located along the Lake Delton shoreline.

Resort Operators, Condominium Developers, Hotel Owners, and Vacation Rental Agencies all participate in the summer tourist season along the Lake Delton shoreline.  A drive down the narrow roadways that circle the Lake show the viewer a diverse mix of residential and business property.

Events scheduled in the new Kalahari Resort Convention Center ( 212 thousand square feet) are expected to attract attendance that far exceeds the individual resorts over night room capacity.  This means many of the convention attendees will book with the Resort Operators, Condominium Developers, Hotel Owners, and Vacation Rental Agencies doing business along the Lake Delton shoreline.

This is expected to increase motorist utilization for the roadways that circle Lake Delton.  This higher number of motorists upon the road can be a change for the residents who live along the Lake Delton shoreline.   This will mean a louder call for traffic enforcement with the focus on roadway safety along the Lake Delton shoreline.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II Lake Delton

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  This is expected to attract a huge new population of shared customers in to the Wisconsin Dells area.

Lake Delton is about 267 acres of fresh water in the heart of the Wisconsin Dells area.  Many of the area resorts have hotel rooms available for over night stays on the shoreline of Lake Delton.  Since the flood of 2008 Lake Delton has been a good study location for those in the aquatic engineering profession.

The 267 acres of fresh water on Lake Delton is heavily utilized by visitors from June thru August.  This can require additional staff with proper equipment to keep the visiting population safe.  The roadways that weave motorists along the lake are expected to support additional traffic with more people coming to attend an event in the Kalahari Resort Convention Center being constructed.

The Kalahari Resort Convention Center is expected to be operational in the 4th quarter of 2019.  The Wisconsin Dells area has entered stage II of the convention hosting industry.

Wisconsin Dells Convention Hosting Stage II What Is It ?

The Village of Lake Delton has given the Kalahari Resort 10 million publicly collected dollars to build a convention center ( 212 thousand square feet) capable of serving large regional - national groups.  The Village of Lake Delton is providing financial incentives to franchise hotel operators who locate in the Wisconsin Dells area.  The Village of Lake Delton is providing financial incentives to property owners who build housing for temporary work staff in the Wisconsin Dells area.  The Village of Lake Delton is clearing land near Miller and Alcan to construct a building for law enforcement which will be closer to the newly constructed convention center.

These top down efforts are being called Stage II of the Convention Hosting Industry in the Wisconsin Dells area.   This is public resources supporting private enterprise to grow the local economy.  These can be described as exclusive process that have been implemented prior to the buy in of community members.  Community buy in is necessary to strengthen the basic initiatives to reach a level of economic participation that can produce some return on the hefty investment.

One significant indication of community buy in will be the appearance of signage along the Wisconsin Dells Parkway alerting motorists to the direction of the Kalahari Resort Convention Center.  Some individuals would be surprised to know that many people do not know what it is or where the Kalahari Resort Convention Center is located.

The new convention center will begin to benefit from community buy which will facilitate a more proficient understanding of this developing resource.  Things are changing in the Wisconsin Dells area.  This change is being called Stage II of the Convention Hosting Industry in the Wisconsin Dells area.
