Wisconsin Receives Federal Waiver For Reinsurance

Wisconsin has been granted a Federal waiver to implement a reinsurance program.  The formal signing ceremony is scheduled for Sunday July 29, 2018 in Green Bay Wisconsin.

This is a 5 year reinsurance program with the State committing 34 million dollars annually and the Federal committing 166 million annually.  This is money that will go to health insurance providers to pay about 50 percent of the medical claims that cost between 50 thousand dollars and two hundred thousand dollars.

This is a program designed to attract more health insurance providers to offer plans to the private market place.  The increased number of health insurance plans creates the competition needed to manage pricing which will help stabilize the health insurance industry in Wisconsin.

FDA Wants Common Meds 2B Sold Without Prescription- Retiring in Wisconsin Dells

The (FDA) Food and Drug Administration on Tuesday July 17, 2018 announced plans to make it easier for some commonly used medications to be sold without a prescription.  The new guidelines are being designed to make it more convenient for patients to get medication when needed.

Drug manufacturers are being assigned the task of adding useful information to packaging labels and creating helpful online questionnaires so the patient can better decide if the medication will work for them.

This is a huge money saver and expected to be heavily supported by the Health Insurance Industry.  The FDA is developing guidelines to alter drug manufacturing delivery chains that benefit the patient by removing the time and financial cost that accompanies filling a prescription in the United States.

Elder Could Benefit From Medical Procedure BUT

Facial Recognition Technology Prevent Game Warden From Leaving Boat

Call it facial surveillance - the use of facial recognition technology.  Placing fishing license registration into the same data bank as Wisconsin drivers license information is preparation for facial surveillance.

Using cameras that are connected to extremely accurate image analysis software which enable access to fishing and drivers license collected information simplifies the game wardens tasks of checking fishing licenses.  From the comfort of the boat seat the game warden will soon be able to point the camera at the shoreline individuals fishing and determine who is properly licensed and who is fishing without the license.

On the bright side the individuals fishing should no longer be required to carry their drivers license as proof of a fishing license when out casting for the lunker.

Wisconsin Dells Inverse Relationship Describes New Business Acceptance

The City of Wisconsin Dells being in the late stages of commercial district collapse can describe the inability to accept new business operators as an inverse relationship.  This is the inverse relationship:

Rocky Mountain Spotted Fever in Wisconsin

The Wisconsin State Journal Newspaper has reported a woman's death in Lacrosse Wisconsin is due to Rocky Mountain Spotted Fever.  Rocky Mountain Spotted Fever is caused by a tick bite.

Rocky Mountain Spotted Fever is caused by the bite of a tick carrying the Rickettsia bacteria.  Symptoms appear about 3 to 14 days after the bite. Symptoms include fever, headache, and skin rash.  Treatment involves the antibiotic doxycycline.

Prevention involves the use of EPA registered insect repellents , and checking clothing, and the body for ticks.  Not every person bit by an infected tick will show the rash that makes diagnosing easier.

Stuck Motor Boats Alluvial Deposits Wisconsin Dells Slough

The Wisconsin Dells River Road Slough Boat Slip Rental struggles with alluvial deposits with the increased number of flooding events.  The River Road slough is a low lying area along the Wisconsin River that provides reserve space for the more frequent Wisconsin River elevations.

With each high water event brings more unconsolidated sediments which become easily stuck upon the uneven bottom of the Wisconsin River slough.   Motor boats paying to rent space along a pier that extends out into the River Road slough then encounter heavy metal propellers becoming stuck in this muck.  Far from being just aquatic foliage - this is more like pebble, sand, silt, wood, and clay deposits.

It has become more common to hear the loud persistent grind of a stationary boat motor as the renter of the slip hopes to force the unconsolidated sediment off the bottom of the water where their boat is expected to freely float back and forth.  A commonly observed practice is to have one person (less weight) start and free the boat - traveling out toward the launch where those waiting on the pier can load the boat and come aboard.

This is expected to worsen as property owners adjacent to the Wisconsin River pay for excavation that increases the depth of low lying areas to reduce high water creep toward their dwellings.  Property owners with ponds that connect to the Wisconsin River will pay to have the pond dug deeper to better accommodate the additional water and prevent their nearby dwelling from flooding out.

This excavation further un-consolidates water beds which increases sediment release. The repetitive flooding brings the deposits in to the River Road Slough and prevents the bottom from ever being altogether flat.
