Joint Finance Committee Pushes Back On Wisconsin Budget Long Term Care Changes

In press release May 14, 2015 the State of Wisconsin Joint Finance Committee seemed to reject the proposed Long Term Care changes while implementing reforms designed to strengthen Legislative over sight.  Keeping Family Care and IRIS in place while authorizing (DHS) The Department of Health Services to move forward within the constraints of the listed reforms.  The reforms include-

- Public stake holders have a means to communicate input prior to change

- Self directed with budget authority be defined in statute

- Change supports multiple Integrated Health Agencies per region

- Independent actuarial prepares study to set rates

- Acceptance of any willing provider for multi- year transition

- Preserve ADRC services

- Final approval by the state of Wisconsin Joint Finance Committee before submission to the Federal Government

The Joint Finance Committee has constructed a template for change.  A multi- year transition seems to frame the expected portion of time.  Geographically the service model will focus on regions.  Any willing provider supports a pro- local business approach.  Retain the ADRC insures the population has access to the process for determining eligibility.  An independent actuarial study will lend a measure of fairness to rate setting.  The Joint Finance Committee has just explained that if you feel the need to change Long Term Care across Wisconsin- this would be the proper way to do that.
