In Home Elder Care and Changing Public Pay Source

The Wisconsin Division of Health Care Access and Accountability provides structure to the role of care assurance.  This involves developing process aimed at having every citizen covered by a fund which will pay for health service needs as they present.

The federal push includes mandating family representatives complete the eligibility process for medical assistance payment.  The Health Care System wants the pay source in place prior to the seniors need for medical treatment and inpatient care.

This implements policy to support pay for profit Medicaid providers.  The Federal Government has established guidance to support an expanding customer base.  This speaks to how funds collected to pay for the needs of an aging population are distributed to local providers who benefit Wisconsin citizens.

Families of an elder in need of in home supportive (ADL's and IADL's) care tend to engage with local providers first.  This needs based approach begins prior to the submission of paper work with the codes demonstrating need being listed during the primary medical provider visit.  Families are used to waiting till the need for help is urgent- causing the senior care provider to begin service while the pay source is being established.

Wisconsin has long understood modern care occurs in the home.  Expect innovative features to leverage technology to improve the link between pay source and provider.  The transaction between the elder needing help, the pay source, and the local provider will begin to occur closer to real time presentation due to communication upgrades. Technology is being employed to deflate cost while strengthening participatory autonomy.  This balances risk as the delivery of in home senior care evolves.
