American Community Survey Records ADL Needs

Soon randomly chosen homes across the United States will be expected to participate in a survey that collects and stores activities of daily living needs.  This is the American Community Survey.  The director John Thompson of the U.S. Census Bureau is of the United States Department of Commerce under the Economics and Statistics Administration.

This is a federal department using the internet to record up to date information on needs.  Needs related to activities of daily living are lead indicators for the development and funding of community programs capable of delivering needs matched service. 

Analysis would align pre survey benchmarks as a percentage of respondents needing help with activities of daily living.  This cues community planners to calculate provider density as a means to predict access to service. 

Larger percentages of the population are older than 65 and may need the help of another to complete their activities of daily living.  Community planners can use this collected data to quantify the need.  Next is how providers can be paid to deliver the service which sends an elder care worker to help.

The collection and storing of this information is supported by Title 13, U.S. Code Sections 141 and 193.  This is regulation defined implementation designed to create a predictive aspect to planning of services to meet a communities needs.

Federal programs typically define the mechanism that links the pay source with the consumer needing help to the provider delivering that service.  Showing how the fund (insurance plan) links to the consumer (beneficiary) needing help to the provider (supportive home care) who can deliver the service.

This is an example of how Federal, State, and Local community planners would use data to determine gaps in the process where a helping hand is necessary.  Where along the system is there a gap that results in community members not getting the identified need met.  How does policy need to be adjusted to better serve the community members.
