Wisconsin Contracted Vendors Brace 4 Sunset Bill Cost Shift

Wisconsin Legislative Representatives Jim Steineke and Alberta Darling have crafted a Bill that requires regulations to expire after a 7 year time period.  This is an effort to reduce the huge number of State Regulations that often inhibit productivity and growth in a community.

This Bill pushes the cost of managing regulatory codes from Wisconsin Law makers on to the State organizations that must participate in compliance efforts with these rules.  The time and cost of labor to perform these ongoing tasks have not been assigned to the tight Department budgets.

This will be followed by a cost shift from State Departments spending resources on reworking and managing administrative regulatory codes on to the contracting service vendors. The State Department will structure delivery and place an additional cost on each vendor reimbursement transaction.

Simply, State contracted vendors will need to do more to receive reimbursement for the services being performed.  Expect to see stronger adherence to capitation rates on reimbursable services to prohibit contracted vendors from reaching back to public funds as a way to maintain expected service levels.
