H.R. 3099 RAISE Family Care Givers Act was introduced to the House of Representatives on July, 16, 2015. RAISE stands for -recognize- assist- include- support- engage. This is now in motion with the House Education and the Work Force Committee. This implements a National Family Care Giver Strategy.
This legislation directs the Department of Health and Human Services (HHS) to develop, maintain, and periodically update a national family care giver strategy. This by design promotes person and family centered care.
Federal funded programming will be required to demonstrate how their local delivery efforts align with the National Family Care Giver Strategy initiatives. This will involve collaboration with labor and work force regulations that promote employment for family care givers.
Wisconsin will be working within this federal paradigm as they implement the new Family Care/IRIS 2.0. This involves securing a federal waiver to authorize Integrated Health Agencies to administer the benefits through insurance regulated licensure.
