In January 2014 the Federal Affordable Care Act regulates the minimum Medicaid income eligibility level across all the United States. Any individual under the age of 65 with an income total below one hundred and thirty three percent of the Federal Poverty Level will be eligible for the Medicaid benefit.
This means an individual earning less than 15, 282.00 annual income will qualify for Medicaid without the need for a waiver. This is contingent upon your State of residence participating in the Federal Medicaid guidelines. Leaders in the State of Wisconsin have not developed the infrastructure needed to comply with the approaching implementation of Federal Medicaid regulations.
What this currently means in Wisconsin is an individual with an annual income level of 100% of the listed Federal Poverty Level 11, 490.00 would be eligible for Medicaid.
An individual with an annual income between 101 % and 133% of the listed Federal Poverty Level 11, 491.00 to 15, 282.00 would be sent to see a Health Insurance Exchange Navigator to pay for a health plan.
So, the defined Medicaid gap in the State of Wisconsin appears to be those with an annual income of 101 percent (11, 491.00) to 133 percent (15, 282.00). Under Federal Law this population is eligible for Medicaid. But in the State of Wisconsin this population will be denied Medicaid and instructed to purchase an insurance plan on the Wisconsin Health Insurance Exchange.
For an individual this translates to 3792.00 annually, or about 316.00 per month of household income. This appears to be money that Wisconsin house holds at this income level would need the most.
Interestingly the Federal mandate requiring individuals to have health insurance does not apply to the Wisconsin people who's annual income falls between the 101 percent to 133 percent. If you qualify for Medicaid at the federal level you cannot be forced to buy insurance in a state that opts out of Medicaid expansion.
