The Wilderness Resort Employee Housing Fire investigators increase the reward to 20k. The building was partially constructed in January at the time of the fire. This means the smoke alarm and sprinkler system were not installed. The cameras were not yet installed. The weather was cold and damp.
This photograph shows an opening at the base of the concrete walls which could facilitate access to the interior of the partially completed structure. Looking from that opening would give one a view of the wooded bank that extends down toward the bridge near the summer boat launch.
One can begin to question the findings of a camera dependent investigation with the knowledge that a large percentage of the area lacked camera surveillance. They could not of entered or exited over there cause we got no cameras over there. This would require lab results capable of supporting evidence of a presence in the area. The large number of responding fire personnel likely left investigators to conclude the area was so compromised any objects discovered were brought onsite with fighting the fire.
For example: A glove finger with kitty hair would send law enforcement door to door looking for someone who owned a cat and matched the description of the person in the out of focus photograph. The physical area must have objects that link camera findings to the area to carry any credible investigative weight.
