Rock County Wisconsin now has access to Family Care benefits. This will eliminate the long list of eligible residents waiting for help. This transitions delivery from the general purpose revenue funded Community Options Program (COP), Medical Assistance funded County Options Waiver Program (COP-W) and the Community Integrations Programs (CIP IA) (CIP IB) and (CIP II) over to the current Family Care Model.
Family Care and IRIS are funded from a combination of State general purpose revenue, County contributions, and Federal Medical Assistance matching funds. Rock County residents eligible for medical assistance benefits now have the 3 choices today's operating Family Care areas use.
1. Receive long tem care services from Department of Health Services contracted Managed Care Organizations serving the Family Care authorized area.
2. Receive self directing long term care services through (IRIS) I Respect I Self Direct Program
3. Fore going both Family Care and IRIS and using a more limited set of long term care offered as the Medical Assistance Card services.
This timely transition is expected to reduce the disturbance across Rock County as Wisconsin roles out the brand new Family Care IRIS 2.0 Health Insurance Plan administered Medical Assistance Program. The new Family Care IRIS 2.0 will be a State wide approach to eliminating fragmentation within the applications employed to deliver the Medical Assistance benefit to eligible Wisconsin residents.
As a health insurance plan the new Family Care IRIS 2.0 will administer acute medical care, primary medical care, and long term care for each individual beneficiary. This is expected to save public dollars by eliminating multiple organizations employing highly paid administrative staff who seemingly perform duplicate activities .
This streamlines the utilization management efforts of the entire operation which serves over 55 thousand Wisconsin residents. The health insurance plans are the Medical Assistance payer for a defined set of services to an individual beneficiary. Wisconsin residents anticipate the delivery within this model will have a more medical focus.
