Daniel Donovan New York introduced HR 3456 Flood Insurance Mitigation and Policy Holder Protection Act of 2015 on September 9, 2015. This Bill will inject transparency in to the flood claims process - preventing alterations on individual documents without policy holder knowledge.
This means flood claim related reports must be certified by the adjuster or engineer preparer of the report to contain no alterations- and that report must be provided to the insured prior to any other parties. This lends a measure of consumer control and facilitates adequate time for legal preparation with unpaid claims.
We expect to see the creation of legislation that mandates a new standard for the accuracy of flood mapping and the adequacy of rates of reimbursement with this increased utilization.
