9 to ICD-10 Home Care Path

Home Care Path's registered nurse senior living consultants are informing the consumer population to brace themselves for potential disruption.  The Centers for Medicare and Medicaid (CMS) under the Health Insurance Portability Accountability Act (HIPAA) is required to implement this change.

On October 1, 2015 participating providers using the service of CMS contracted third party billing insurance organizations  must use only the ICD-10 medical code set for claims data.  Up to September 30, 2015 claims data will include the ICD-9 medical code set.

Accounting, bookkeeping departments are advised to separate invoice submission between September 30, 2015 and October 1, 2015.   All claims submitted for services occurring from October 1, 2015 and forward without the ICD-10 medical coding are expected to be denied.

Care Management Organizations operating in cooperation with the Department of Health Services will need to update existing authorizations for service with the proper ICD-10 medical code set.  This will be further complicated by the Family Care update put into motion with the passage of the State of Wisconsin 2015 Budget.

The CMO's - Care Management Organizations are expected to transition their populations to larger health insurance plans.  The Department of Health Services is expected to request the Federal Waiver for this change within the next 6 months.

Home Care Path registered nurse senior living consultants have noted providers have altered their service availability in response to the uncertainty being created with these changes.  This is private agencies reducing their exposure to potential risk inherent in the dramatic change.  This can make collaboration and coordination more labor intense.
