Wisconsin 2015 Impact of New HCBS Rule

Wisconsin has outlined activity to insure Home and Community Based Service (HCBS) programs have full access to benefits of community living and the opportunity to receive services in the most integrated setting appropriate. 

HHS Health and Human Services has authorized CMS The Centers for Medicare and Medicaid to develop a transition plan that documents Residential and Vocational providers progress in compliance with the new HCBS rule.

For 2015 Wisconsin has proposed the following activity:

January 2015 Residential providers perform self assessment
February 2015 State implements an assessment tool

April 2015 Vocational providers perform self assessment
May 2015 State implements an assessment tool

May 2015 MCO Managed Care Organization submits report to State
December 2015 State implements assessment of MCO findings

Embedded in the implementation of this new HCBS rule is outcomes designed to contain cost.
