Two huge health insurance plans have been aggressively working to merge. Blue Cross Blue Shield Anthem planned to purchase Cigna. The sale was expected to:

The committee crafting this health insurance merger had filed suit in a Federal Appeals Court to grant the purchase. On Friday 4/28/17 the Federal Appeals Court upheld a previous ruling that denied the merger between these two huge health insurance plans.
This is a significant deal - a two plus year acquisition process. Actuaries have calculated the cost of participating in this process - which will likely incur additional litigation. This attempt to move from 2 over to one individual large payer felt too much like a Health Insurance Industry forging a single payer path.
