The Wisconsin 2015 Budget directs DHS to contract with private providers to serve local community member needs. The core function being to connect elders and individuals experiencing a disability with available resources.
The product being an individualized service assisting families to comply with the fund administrations eligibility process and attaching the beneficiary to a local provider. Administration of the fund will shift from a (CMO) Care Management Organization model to a Health Insurance Plan.
The process for how the eligible beneficiary receives service from a local contracted provider who is paid by the Health Insurance Plan can change with the Wisconsin 2015 Budget Proposal. Expect assessment of community educational needs to include medical treatment verses non-medical care.
With the expansion of access comes measures required to maintain solvency of publicly collected funds. New models will leverage technology to help manage operational expense over time. This is just one way of understanding how local providers will participate in this approaching change.
