Wisconsin Budget Funds Private Performance Of FES

The Wisconsin budget funds a mandate requiring an independent assessment for all prescribed fee for service personal care.  Under the existing Family Care model care teams conduct the (FES) functional eligibility screen.  This is a standardized application used to calculate the persons need for personal- supportive care service. 

The new model may involve a national insurance plan managing the delivery of the Medicaid recipients benefit across the entire State of Wisconsin.   The department of the national insurance plan serving Wisconsin may need to contract with a private provider capable of conducting an independent (FES) assessment to demonstrate an accurate need for the personal care services.
