Point six of President Donald Trumps Health Care Plan is to block grant Medicaid to the States.  This means the Federal Government  assigns a lump sum to the State of Wisconsin called a block grant.

The State of Wisconsin contracts with licensed insurance plans to manage the defined health benefits.
The licensed health insurance plan contracts with Medicaid certified medical providers who deliver treatments to the Medicaid eligible population. 

Wisconsin has a very organized resource called the Wisconsin Association of Health Plans.  This is a network of 13 community based health plans that participate in every County throughout the State.  Wisconsin can expect members of the Wisconsin Association of Health Plans to work with policy makers, regulators, and organizational leaders to implement the new block grant model of funding Medicaid health care.

The family care program aggregates Medicaid eligible individuals who will be the beneficiaries listed with the health insurance plans contracted to administer the Federal fund delivered in the form of a block grant.
