Wisconsin Dells Processes Elevate Risk on Lender Assessment

Start ups and growing business modals need access to capital - the ability to borrow money.  Please remember Municipal processes informed through policy are neither good or bad- but rather create outcomes that allow us to determine if the desired result is being achieved.

Lenders preform in depth risk assessments with business loan applications.  As the calculation of risk goes up the amount of money available to borrow goes down.  Risk assessments capture unsecure expenses diminishing the borrowers ability to repay the loan.

- creation of unsound ordinances that are not aligned with Federal and State legislation

- compliance officer that delivers financial penalties to business operators

- requiring attendance with committees that depend upon hearing fees to operate

These are known costs of conducting business in the City of Wisconsin Dells that elevate risk on the lenders in depth assessment tool.  Business modals being unable to borrow money through traditional means like a bank - will turn to funding sources like the City of Wisconsin Dells.

The City of Wisconsin Dells recently wrote a loan contract of 100 thousand dollars for the purchase of the land and improvements on 321 Broadway Wisconsin Dells.
The Wisconsin Dells Realty listed the land and improvements for sale at a market price of 299, 900.00.  The Bank of Wisconsin Dells participated in the financing and will be the primary lender with the City of Wisconsin Dells following secondary in the prioritized placement for lien reimbursement.  This non-traditional practice is unsustainable. 

The City of Wisconsin Dells lacks the risk reserve resources to write loans that will regain the commercial districts capacity to re-create the delivery of goods and services needed to assure a desired level of commerce.

Wisconsin Dells Opportunity 4 Wage Earners 2 Make More Money

Many of the Wisconsin Dells Community Connections Study submissions express the desire to improve opportunity for wage earners to make more money.

Now is the time at the Municipal level to define a path to engage local entrepreneurs to implement and grow new business modals.  The City of Wisconsin Dells is a fertile area for creating Municipal policy that magnifies the efforts of entrepreneurs to establish profitable business modals.

This moves newer business applications in to an area that serves an ever growing tourist population.  When wage earners participate as entrepreneurs they can improve income.

Having the operators available to serve the influx of visitor dollars bolsters resort tax contributions.  As the wage earners begin to participate as entrepreneurs they have more money to spend within the local economy - strengthening commerce.  Louis Kutzke asks for your vote as mayor of the City of Wisconsin Dells on Feb 20th in the primary election and then again on April 3rd in the general election.

Wisconsin Dells Must Be Mindful of Special Assessment Tax

Voters want an Administration mindful of the impact projects can have on creating added cost in the form of special assessment tax.   This is increasingly important for the City of Wisconsin Dells while having a population of less than 3 thousand residents and experiencing the effect of the National trend where communities are home to a larger percent of elderly people.

Special assessment taxes are levied to fund a specific project that benefits only some of the citizens in the City of Wisconsin Dells.  Parking - more lighting are a couple of examples.  The amount of tax is based upon the benefits received , not on the value of the property owned.

Special assessment taxes are collected in a series of payments - which are spread over a period of years.  When the assessments have been paid in full, the special assessment district is dissolved and the tax is no longer seen on the bill sent from the Municipality.

City Falsely Believes Fining Property Owners 4 Deterioration Eliminates Neighbor Conflicts

Several Wisconsin Dells Community Connections Study submissions identify a disconnect in the idea that fining property owners for deterioration eliminates neighbor conflicts.  The submissions use the example of Senator Rand Paul who resides in an upscale neighborhood.

Senator Rand Paul was at home mowing his lawn when his neighbor assaulted him - breaking 5 ribs and bruising a lung.  The responding officers described the incident as a landscaping dispute.  This example clearly communicates - wealthy or new constructed dwellings upon real estate do not eliminate neighbor conflicts.  As the DOW hits 25k

Meetings 2 Help Transition Dane County Wisconsin 2 Family Care and IRIS

Dane County Wisconsin will begin the transition in February to Family Care and IRIS - the needs based Medicaid programming that eliminates waiting lists.  Three meetings have been scheduled to share information in the hopes of easing stress with this scheduled transition.

- Sun Prairie School on January 11 from 6 to 7:30pm

- Rosemary Garfoot Public Library January 17 from 6 to 7:30pm

- Stoughton Public Library January 18 from 6 to 7:30pm

Wisconsin Dells Forced 2 Write Loans In Climate of Unsound Ordinances

The City of Wisconsin Dells wrote a loan contract of 100 thousand dollars for the purchase of land and improvements on 321 Broadway Wisconsin Dells.  The City of Wisconsin Dells will place secondary to the Bank of Wisconsin Dells on the lien.

Citizens are questioning what has driven the City of Wisconsin Dells - while carrying an excessive debt load - to have to now start subsidizing commercial district property- why are the existing businesses fleeing?

Part of the impediment presented to existing business operators is the Municipalities employment of unsound ordinances to generate revenue. Unsound ordinances do not align with Federal and State Legislation. This is short sighted - self serving action with a long term consequence of diminishing the number of businesses in the City of Wisconsin Dells commercial district.

We as a community need to stop compensating our Municipality staff with our limited publicly collected money to create unsound ordinances.  The creation of unsound ordinances causes an increase of requests for public hearings.  With each public hearing process the Municipality charges a generous fee.  This is short sighted - purposeful activity designed to transfer money from the business operator and property owner to the Municipality.

Meet The Candidate 4 Mayor Kilbourn Public Library

You are invited to the MEET THE CANDIDATE Louis Kutzke for Mayor of the City of Wisconsin Dells session scheduled at the Kilbourn Public Library on January 24, 2018 at 1pm.   Those attending will see the results of the Wisconsin Dells Community Connections Study presented on large white boards.

The desired change and the rationale will be printed out and displayed upon 2 foot by 3 foot white boards for ease of viewing.  For example:

Desired Change- eliminate the appointed position that delivers financial penalties to City of Wisconsin Dells residents for property deterioration.

Rationale- In the State of Wisconsin this activity is regulated by the Real Estate Industry- if the inspector has not attended classes- taken an exam- and listed upon the Registry with an assigned number- the delivery is infringing upon the rights of private property owners.
