Wisconsin Medicaid New Care Transition Off Eligibility

Wisconsin providers reimbursed through Medicaid funds will be confronted with a new kind of Care Transition.  How to properly serve Medicaid beneficiaries who have lost their pay source - no longer meet program eligibility.

Care coordinators serving Wisconsin are expecting multiple changes to the rules that will accompany their contract with the State facilitating reimbursement from the publicly collected Medicaid fund.  These rapid changes to the system seem to miss some in real need and better serve those who know the newly created rules well.

Community providers will be expected to effectively serve those who have lost eligibility for care reimbursed through the Medicaid fund.  Typically the individuals previously qualifying functional and financial assessed needs remain despite being denied eligibility for the Medicaid benefit.

The stronger medical providers, (hospitals, nursing homes) have structured the frequency and treatment delivery for the chronic conditions to move this population towards better outcomes.  This change to the Medicaid benefit is expected to alter evidence of compliance reporting requirements such as readmissions.

This simply moves needs from a public funded pay source over to the private provision budget.  This shift of an individuals needs from public funded care to private provision is tomorrows biggest care transition.

Wisconsin certified Medicaid providers are bracing themselves for changes that will move individuals with chronic conditions and addictive behavior into their waiting rooms seeking help with no way to pay.

Where Is The Salt Condo Clean Home Care Path Wisconsin

Wisconsin's Home Care Path operates a service to support the vacation rental industry called Condo Clean.  Condo Clean sends an individual staff person to perform post occupancy cleaning, onsite laundry, and errands to stock the condo unit.  This service is available for Property Management Organizations, Individual Condo Owners, and Real Estate Brokers in the vacation rental industry.

Home Care Path charges 25.00 per hour for an individual staff person to come and perform pre-scheduled post occupancy tasks.  This is designed to increase occupancy which will improve vacation rental profits.

Wisconsin winters can mean ice for vacation rental properties.  Home Care Path recommends the vacation rental maintain an adequate level of salt commonly sold throughout the area as ice melt.  Bags of 10 pounds or more are poured in to smaller buckets with scoops for placement upon slippery walk ways.

Area salt providers will typically run out with a couple days of rainy freezing weather.  Our staff work cross communities and communication can reveal pockets of ice melt providers with salt still in stock.  This is a benefit to working in a group.  Condo Clean staff can communicate to procure a needed product that may not be readily available in the local community.

Condo Clean serves the greater Wisconsin Dells area.  More and more property owners have sought a commercial zoning status through the local municipal authority to offer their property as a vacation rental.  This has generated money to help off set the cost of ownership.

Wisconsin Real Estate Expect Stronger Commercial Utilization Water Ways

The Real Estate Industry is analyzing how the new Federal Administration will facilitate stronger commercial utilization of water ways.  This will support business in smaller communities by leveraging local implementation of improved use of complex natural resources.

Lawmakers are working diligently to remove regulations and eliminate employed agencies that exist to limit the land owners ability to manage their own shore line.  This provides the Real Estate Industry an opportunity to strengthen the connection of commerce between families enjoying water craft sports and local businesses.

Something as simple as private operated boat docks to give families greater access to the downtown trade.  These are new business models that will support a growing commerce through greater utilization of the complex natural resources.

Wisconsin will begin to see private land owners monetizing shoreline by creating services that bridge the water craft community to the local commercial district.  To start this will seem a bit scary, until stronger participation creates the evidence needed to inform the many ways the community benefits.

Home Care Path invites readers to watch as legislators restrict the authority of  public funded agencies creating opportunities for improved use of land that adjoins bodies of water.

Trumps 1st Executive Order Invites Fee 4 Service Care Coordinators

President Trump has signed his first executive order to contain the Affordable Care Act.  Simply facilitating activity to minimize federal interference with an individual States health system structure.

The executive order encourages individual States to secure federal waivers that effectively manage the delivery of public funded medical care.  Expect to see States strengthen the definitions of benefits which determines eligibility.  The type of available service (medical care) will narrow to include only medical necessity.

This tightens access by serving those with assessed medical needs and moving individuals with less severe health symptoms to private pay- private provision. This will effectively disrupt local delivery models- leaving families searching for suitable solutions.

An example would be an 82 year old female sells her home and moves in to an apartment in a residential senior living center.  Despite offering access to  supportive services she is really quite independent and does well for 3 years- until she is completely out of money.  The woman is eligible for Medicaid but social  workers at the residential senior living center cannot find a way for her to stay.

In this example the elder, the family, and the senior living center provider need rather urgent help.  A senior living center that participates in activity that increases the homeless rate in a community will struggle and close.

Wisconsin communities can expect to see care coordinators who for an hourly fee will assist families with needs related to caring for an elder.   This is directly related to the sense of urgency that can accompany many of the experiences an elder will encounter with the changes implemented in the structure of health care delivery.

Import Drugs - Trump Create Real Competition

Today the pharmaceutical industry invests to best manage the pipeline serving the United States.  Ownership of the pipeline is the key to continuous profits.  The market is controlled through timely acquisitions.

The most disruptive process for the pharmaceutical industry would involve lower cost imported drugs.  This is not a simple store front that imports a few medications from Canada.  This is the development and implementation of a digital platform - a pharmacy market that serves individual citizens of the United States.

This is needs based distribution where individual citizens shop online with medication providers throughout the globe.  The scariest part of this is the low cost at which consumers could receive their drugs.

This would create niche markets for managing safety within the newly operating digital medication market place.  Your medical doctor still performs the assessment and prescribes the medication , the consumer has an opportunity to buy the medication and have it delivered through an online digital marketplace.

Health insurance plans would rapidly adjust their formulary for covered medications.  Low out of pocket cost medications would be removed from the formulary and consumers would buy them directly.

Current regulation effectively manages competition while supporting generous revenue for the pharmaceutical business participants.  True disruption would involve leveraging technology to facilitate direct consumer access to imported lower cost drugs.

Wisconsin Banks Hope Dodd-Frank Reversal With Trump Administration

The number of Banks in Wisconsin has decreased since 2010.  In 2010 the Dodd-  Frank Wall Street Reform and Consumer Protection Act was implemented.  This was major regulation.

From Dodd-Frank the Financial Stability Over Sight Council was created to closely monitor reserve levels.  Banks needed to demonstrate an adequate level of reserve funds during operation.  To effectively comply with the newly implemented regulations banks experienced an unexpected time and labor expense.

The increased cost of regulation and compliance caused many banks to consolidate to maintain their ability to continue to serve the community.  Today it is estimated that about 180 Banks operate in the State of Wisconsin.

Wisconsin Bank Employees and shareholders anticipate that relief from the firm regulatory environment Dodd-Frank created is on the horizon with a new President in the White House.

Wisconsin 3 MCO's Merge Providers Anticipate Non- Payment

Providers contracted with the 3 Wisconsin merging (MCO's) Managed Care Organizations should soon receive a written notification of a change to the claims reimbursement process.  ContinuUs, Community Care Connections, and Western Wisconsin Cares  will merge in January 2017.

The State contract will require the 3 MCO's to consolidate their claims - reimbursement process to demonstrate fiscal integrity.  Providers contracted with one or more MCO's will experience an unexpected transition to a very different claims reimbursement process.  Language in the hard copies of the fragmented transition process will clearly state your organization is at risk of not being paid.

If you had an expressed contract with only one of the 3 MCO's - you soon discover you are participating in a unilateral agreement with 2 other MCO's and missing a secure reciprocal agreement.

From the provider side this moves very tight margins to an unsustainable level of operation.  The unbudgeted expenses to complying with the different claims- reimbursement system increases the loss.  Judiciary Circuit Courts are at risk of an influx of special liens submitted on behalf of a non-reimbursed provider.

Home Care Path is an integrated senior living service provider serving Wisconsin families since 2010.  This is written to alert participating providers to the expected loss related to the merge of the 3 listed MCO's in January 2017.

and the huge increase in the frequency of Dun & Bradstreet inquiries.

This has been interpreted as pre-merger activity.  DUN & Bradstreet offer a package of business credit information to assist an investing company in producing an accurate plan of acquisition.  This is much less about business posturing and more about constructing a favorable deal that will bolster existing valuations.

Home Care Path - established 2010 - is a popular integrated senior living solutions organization.   A closely watched senior care company.
