Magic Of The Pumpkin A North American Original

The origin of the pumpkin is not definitely known, today it is presumed to be originated in North America.   In Wisconsin the pumpkin is adored, decorated and consumed.  The pumpkin has forged a sacred geometric pass in a long recorded history that extends well beyond the human life span.  The pumpkins evolved corridor is maintained through consistent annual celebration.

The pumpkin is adored for its treasured appearance when employed with autumn decoration.  Strategically placed the space surrounding the pumpkin form (more to the pumpkin than meets the eye) and the form are one.  The seemingly blank space is now a familiar residence.  The pumpkin urges the viewer to recognize the vicinity of earth and growth.

The pumpkin is carved and decorated to celebrate the individual representation of an eternal presence.  Once carved and the internal candle is lit, it is customary to set the jack o lantern on the outside stoop, no longer belonging indoors.  Smashing the jack o lantern is believed to be a physical manifestation of the underlying conscious sense that humans share travel on the earth floor with the pumpkin. This speaks to the knowledge of individuality and control being some what unreal.

Federal Government To Design Wisconsin Health Insurance Exchange?

Wisconsin citizens had hope that State planners could establish a Wisconsin Health Insurance Exchange.  To date Wisconsin has been unable to facilitate the infrastructure needed to design and maintain this dynamic change in marketing health insurance products to consumers.

Today the Wisconsin Office Of The Commissioner of Insurance penned a letter to the Department of Health and Human Services requesting additional guidelines.  The Wisconsin Office of The Commissioner of Insurance perceives the need for specific standards in the form of an essential health benefits benchmark plan to move forward on the exchanges. 

The essential health benefits is simply a list of noted standards an individual would expect to receive when purchasing a health insurance product.  An example would be access to:

-mental health care
-hospitalization
-prescription medications
-pediatric care
-maternity care
-rehab therapies

CDC Monitoring Antibiotic Prescribing

The CDC (Centers For Disease Control) consistently monitors antibiotic prescribing.  The CDC examines data to determine indications for over use of antibiotics.  Over use of antibiotics can lead to bacterial reisistance , which makes future infections very difficult to treat. 

Bacterial resistance means the infectious organisms the antibiotics are designed to kill off have adapted to them making the drugs (antibiotics) less effective.  The bug (antimicrobial resistant organism) causing the infection is so used to the antibiotic it does not work anymore. 

When the senior gets an infection that is resistant to antibiotic treatment the risk is longer more expensive hospital stays and death.  The CDC monitors prescribing data to determine populations that would benefit from additional education.

Researchers would look at the frequency of prescribed antibiotics per individual in a service area.  This is compared with the number of bacterial resistant infections in the area.  Does a high level of antibiotic prescribing correlate with an increasing number of bacterial infections.  How can the CDC best educate the prescribers and the community to encourage the appropriate level of antibiotic use.

The CDC targetted education promotes adherence to appropriate prescribing guidelines among medical providers, decreasing demand for antibiotics for example to treat symptoms of a viral upper respiratory infection.  Antibiotic is not effective in treating viral. 

This is difficult because patients have grown to expect their prescribing provider to give them the medication they ask for.  Their is an investment of time and effort in explaining to the patient the providers concern for bacterial resistance.

VA Contentions The Claims Process

Contentions speak to the veterans loss of mental or physical capability related to military service.  Today's veterans are likely to survive their service but can have a high number of contentions per claim.  Each identified change related to military service (knee pain, back ache, PTSD etc) is listed as a contention for consideration with the total claim. 

The VA uses a schedule for rating disabilites that determines how much mental or physical capacity has been removed by military service. VA Outpatient Clinic To Move In Baraboo Wisconsin

The VA Outpatient Clinic  near St. Clare Hospital will be moving to a new structure by the first of the year.  Veterans have been receiving excellent service through the current location of 626 14th Street, Baraboo WI 53913. 

The consistent increase of the number of veterans being served has resulted in the need for a larger clinc building.  The new clinc will be located on Commerce Avenue, the 1400 block of South Boulevard, Baraboo WI 53913.

What Is Up With The Cd Rates

Wisconsins Prepaid Funeral Scare

On Friday September 14, 2012 Dane County Circuit Judge William Foust placed the Wsconsin Funeral Home Directors Association fund with a receiver.  A receiver is another (Milwaukee Attorney John Wirth) appointed by the court to manage the fund pending the outcome of the investigation. 

The fund has been formed by collecting money as prepayment for future funeral services.  Approximately 10, 500 family's have purchased this Wisconsin funeral home product.  Family's prepaid in to the fund expecting the money to be conservatively invested to maintain the principal and earn a small amount to off set the expected increase of cost with the passage of time.

Wisconsin Department of Financial Institutions and The Department of Justice petitioned Judge William Foust to place the operation of the fund in receivership and temporarily stop the selling of this prepaid funeral plan.  The court became concerned with the large sum of money diverted from the fund due to a practise of investing in risky high growth products.

The Funeral Home Directors have been serving their community in a responsible manner.  The fund managers appear to have unsuccessfully tried to enhance revenue through risky investments, and lost money.

Wisconsin Judge Colas Rules Against Act 10 Scott Walker Assembly Bill 11

Friday September 14, 2012 citizens of Wisconsin learned of an earth shaking ruling.  Dane County Circuit Court Judge Juan B. Colas ruled in favor of a petition brought by two labor unions, discovering several considerations of the law to be in conflict with both State and United States Constitutions. 

Wisconsin Judge Juan B. Colas has ruled against Wisconsin Act 10, the Scott Walker Assembly Bill 11.  The legislation was hastily conjured to alter collective bargaining, compensation, retirement, health insurance, and sick leave of Wisconsin family's employed in the public job sector.  Crafted by limiting expression of formed polity to elicit a perception of community support.

Under the comprehensive microscope of Wisconsin Circuit Court Judge Juan B. Colas the applied polish was removed and an unacceptable piece of legislation remained.   From a National perspective one can easily determine this is not a trimming to promote growth.  The occasion of Wisconsin Act 10 goes beyond the agent and the despotic formulary to a State of Wisconsin rectifying decision of termination.

Hanta Virus The Deer Mouse Peromyscus Maniculatus

Hanta Virus became more well known in the summer of 1993 in New Mexico and Arizona. Hanta Virus is a viral disease process with a seasonal pattern correlated with the presence of increased number of the carrier rodents. 

The deer mouse (Peromyscus Maniculatus) is the known carrier of the Hanta Virus.  The virus is transmitted through aerosol contact with rodent excretions.  Symptoms are thought to show up about 2 weeks after the person is exposed to the Hanta Virus.

Early symptoms will be an elevated body temperature (fever), general weakness and aching, nausea or loose stools.  Symptoms progress to shortness of breath (respiratory distress) and low blood pressure (hypotension).  The concern is respiratory failure and cardiogenic shock. 

Exposed individuals will need to seek medical attention.  Community safety involves rodent avoidance and rodent control of the home setting.  This gives us a sense of why the transportation of wild animals is regulated.

Internal Revenue Code Section 501 (r) (4) Affordable Care Act

A primary statute designed to introduce transparency into the hospital industry billing practice is Internal Revenue Code Section 501 (r) (4).  Tax exempt hospitals under the Affordable Care Act (Law) are required to have a written financial assistance policy, and an emergency medical care policy.

The financial assistance policy is to include 5 important directives:

1. Eligibility criteria for financial assistance, and whether such assistance is free or discounted care.  The policy should discuss all the information needed to qualify for the reduced cost (discounted care) or no cost (free care) medical treatment.

2. The basis for calculating amounts charged to patients.  Demonstrate how the billed amount correlates to the listed gross fee.

3. The method to apply for financial assistance.  What is the exact information necessary to receive assistance.  This usually begins with filling in a financial assistance application.

4.  In the case of an organization that does not have a separate billings and collection policy, the action taken by the hospital in the event of non payment.  This is asking for process and time frames. 

5.  Measures the hospital is taking to publicize their financial assistance policy within the community it serves.  This should include posting on the website and placement throughout the hospital where public can obtain a written copy.  Go to the hospital website, press the site map prompt, and search for "Financial Assistance" prompt. 

The emergency medical care policy prevents the hospital from billing an individual who qualifies for financial assistance more than Medicare or a similar insurance company would reimburse the hospital for the bill. 

The statute cleverly cues the medical consumer to question why an individual would ever pay more money than another person is paying to a hospital for the exact same service.  Hospitals that do not comply risk losing their federal tax exempt status.

Bubonic Plague Yersinia Pestis

Bubonic plague is caused by (infectious agent) yersinia pestis.  Fleas carry the infected blood in their stomach from feeding on infected rodents.  The flea can transport the bacterial infection without experiencing symptoms.  The flea vomits some infected blood into skin with the bite of a human.

Do not handle dead rodents.  Use gloves and tools (that hold the wild life away from your body) if you must move dead animals. 

Bubonic plague is derived from a Greek word indicating groin.   A primary symptom is swollen lymph nodes in the arm pit and groin area.   Symptoms show in 2-5 days after the flea (exposure) bite. 

First symptoms include an increased body (fever) temperature, pain and muscle cramping, swollen glands, skin color changes.  Advanced symptoms involve shortness of breath, vomiting blood, and severe pain. 

Treatment for symptoms is immediate administration of antibiotics.  Human to human transmission of the disease can occur through  body fluids of an infected person.  Prevent direct contact with infected tissue and drainage.  Home Care Path encourages seniors to discuss any concerns with their primary medical doctor.

Covidien NYSE COV Bets On Drive Stapling System

Covidien PLC (ireland)  NYSE COV is a well known global provider of health care equipment.  Investors in Health Care Equipment Suppliers pulled back as the U.S. Supreme Court was considering the consititutionality of the Patient Protection and Affordable Care Act.  This uncertainty has lessened after the legislation was upheld.
